On 19 August 2025, U.S. Director of National Intelligence Tulsi Gabbard said the UK had agreed to drop its original demand for Apple to provide access to encrypted data belonging to U.S. citizens. The UK government did not publicly confirm that agreement. Nor did the announcement end the wider dispute: later reporting described a second UK notice aimed at British users and a new Apple legal challenge, whose outcome is not established by the available public information.
Did the UK drop its demand for Apple encryption access?
That is what Gabbard announced on 19 August 2025. She said the UK had agreed to drop its mandate for Apple to provide a “back door” that could reach protected encrypted data belonging to Americans. That statement records the U.S. government’s position; it is not a jointly confirmed agreement.
The UK Home Office did not confirm or deny the existence of the notice or Gabbard’s account of its withdrawal. Its general remarks referred to longstanding UK–U.S. security arrangements and privacy safeguards, but did not verify the notice’s terms or say that it had been withdrawn. The distinction matters: the public record supports saying that the U.S. announced an agreement, not that the UK publicly confirmed one.

The dispute concerned a reported technical capability notice (TCN) under the Investigatory Powers Act 2016 and Apple’s iCloud Advanced Data Protection (ADP). A TCN is the legal mechanism discussed in the public case, but its specific terms remain secret. “Backdoor” is the term used in public statements and reporting; the government has not publicly disclosed the notice’s scope.

In its public judgment of 7 April 2025 in Apple Inc v Secretary of State for the Home Department (IPT/25/68/CH), the Investigatory Powers Tribunal confirmed that Apple had brought a claim and complaint raising questions about the Home Secretary’s powers to issue TCNs. The tribunal also cautioned that its judgment did not confirm or reject media reports about the notice itself.
The government’s stated rationale and safeguards are also matters of position, not independent findings about this specific notice. In the House of Lords on 31 March 2025, Home Office minister Lord Hanson said the government could not confirm or deny operational notices and described its approach as balancing privacy with action against child sexual abuse and terrorism. He said data access was subject to specific circumstances and safeguards.

What changed for Apple users in the UK?
Apple’s support notice, dated 22 September 2025, said that new users in the UK could no longer enable ADP. ADP is an optional iCloud security feature that extends end-to-end encryption to additional categories of stored data. Apple said existing UK users would need to turn off the feature within a period to continue using their accounts; the notice is the source for the change, not evidence that the policy later changed.

Apple also said iMessage and FaceTime remained end-to-end encrypted globally.

Apple’s statement in the same notice was: “As we have said many times before, we have never built a backdoor or master key to any of our products or services and we never will.” That is Apple’s position on its products and services; it does not disclose the terms of any government notice.
Did the 2025 announcement settle the legal dispute?
No. Later developments reported by Privacy International and The Guardian describe a continuing dispute, separate from the original announcement about U.S. citizens. By October 2025, Privacy International said the first notice had been withdrawn and a second notice directed at British users had been issued. It also said Apple’s initial challenge had been dismissed after a change in circumstances.

In August 2026, Privacy International reported that Apple had filed a new claim challenging the UK’s powers to issue TCNs. The Guardian reported that the second notice did not apply to U.S. users and that Apple had launched a fresh legal challenge. Neither Apple nor the Home Office commented in the Guardian’s report. The terms of the later notice remain undisclosed, and these reports do not establish a final court ruling or the current outcome of the challenge.
