Hedge funds’ Treasury cash-futures basis trade typically pairs a Treasury purchase, financed in repo, with a short position in related Treasury futures. It can profit from a small pricing gap, but the financing must keep working until that gap closes. The often-quoted $1.2 trillion figure is not verified by the official sources cited here: the New York Fed reported a roughly $1 trillion futures-position proxy for March 2025, not a direct census of basis trades.
What the Treasury basis trade is
The trade seeks to capture a pricing difference between a Treasury security and a related futures contract. A typical position buys the cash Treasury and sells the futures contract. Because the cash security is often financed by borrowing in the repurchase agreement (repo) market, the fund can hold a position much larger than the capital it commits.
In remarks on May 9, 2025, Roberto Perli, manager of the Federal Reserve Bank of New York’s System Open Market Account and head of its Markets Group, described the trade as follows: “hedge funds and dealers engage in the cash-futures basis trade by selling Treasury futures and simultaneously purchasing certain Treasury securities financed in the repo market, which makes the trade a highly leveraged one.”

How the price gap can produce a return
The strategy is a relative-value trade, not simply a bet that Treasury prices will rise or fall. In the described cheapest-to-deliver (CTD) basis trade, the fund expects the cash-futures price relationship to converge over the futures contract’s remaining life, typically less than a quarter. The expected return is derived from the difference between the cash-futures implied repo rate and maturity-matched term repo. A narrow gap can make the economics sensitive to financing terms and trading costs.

Why the trade depends on borrowing
Repo is a secured borrowing arrangement: a fund obtains cash against Treasury collateral and agrees to repurchase the securities later. The borrowing makes it possible to finance a large cash Treasury holding with less of the fund’s own capital. But the trade’s financing is not necessarily locked in for the life of the futures position. New York Fed staff analysis identifies overnight repo as common financing for these positions, and notes that repo haircuts may be zero or negative.
That creates a mismatch to manage: the cash-futures relationship may take time to converge, while the fund’s access to financing and the price of that financing can change sooner. A rise in repo costs can erode expected returns. If market volatility also drives higher futures margin demands, the fund may need to find cash quickly, even if its underlying convergence thesis has not changed.

What the headline’s $1.2 trillion does—and does not—measure
The official figures below describe different things. None establishes a $1.2 trillion basis-trade estimate with a stated observation date and definition. In particular, repo borrowing is not the same as capital invested in a basis trade, and a short futures position is only a proxy for trade activity.
| Figure | What it measures | Date and qualification |
|---|---|---|
| About $1 trillion | Leveraged funds’ short Treasury futures positions with maturities up to 10 years; a rough proxy for basis-trade volume, not a direct count of trades. | March 2025, as reported by the New York Fed in 2025. The Fed said estimates varied roughly from $600 billion to $1 trillion and that no proxy appeared perfect. |
| $3 trillion | Hedge funds’ private repo cash borrowing across the market; not the amount borrowed for, or invested in, the basis trade. | Late 2025, reported in New York Fed analysis published in September 2026. |
| $400 billion; $1.5 trillion; $3 trillion | Hedge-fund repo borrowing, a broad market-wide measure rather than a basis-trade estimate. | 2013, 2023, and late 2025, respectively, in New York Fed analysis published in September 2026. |
| $12.1 trillion gross assets; $5.3 trillion net assets | Assets of qualifying hedge funds, describing the broader industry rather than the basis trade. | Q4 2024 SEC Private Fund Statistics, as reported by the New York Fed in 2025. |
| $2.3 trillion long; $1.6 trillion short | Large hedge funds’ broad U.S. Treasury exposures, not a direct estimate of basis-trade positions. | Reported by the New York Fed in 2025 for exposures through 2025. |
The New York Fed’s September 2026 analysis says hedge funds are the largest cash borrowers in private repo markets, while money-market funds are the main cash lenders. That describes who borrows and lends in the market; it does not identify how much repo borrowing finances this particular strategy. Likewise, short futures positioning does not reveal every offsetting cash position. The $1.2 trillion headline figure therefore should not be treated as an officially verified measurement on the evidence cited here.

How a crowded unwind could affect Treasury markets
The risk is not that every basis trade must fail or that an unwind automatically causes a selloff. The concern is that leverage and financing needs can lead several funds to reduce positions at the same time. A fund closing the trade may sell cash Treasuries and buy back its short futures. If many participants do so during volatile conditions, the cash-market sales can be difficult to absorb—particularly if dealers have limited balance-sheet capacity.
New York Fed staff analysis identifies several interacting vulnerabilities: positions may be concentrated among a small number of firms; hedge-fund cash Treasury positions can interact with mutual funds’ futures positioning; and dealer balance-sheet constraints may limit their ability to take the other side. Higher funding costs, margin calls, or reduced willingness to lend can add pressure to deleveraging. The scale of basis-trade activity is uncertain, and New York Fed discussion of March 2020 notes disagreement about how much basis-trade unwinds contributed to Treasury illiquidity. That episode should not be presented as proof that the strategy alone caused market disruption.

What repo risk-management guidance calls for
The Treasury Market Practices Group’s 2025 recommendations call for prudent risk management across Treasury repo, including haircuts or margin as appropriate alongside other controls. Its implementation guidance asked firms to prioritize material counterparty exposures and complete the process by June 2026. These are recommendations and a requested timeline, not evidence that every firm adopted the measures or that all repo financing now carries a particular haircut.
