India’s caution is best understood as control over whether and how a satellite broadband service may operate—not as proof that the government has a remote “kill switch” for Starlink. Indian rules require authorisations and impose security and infrastructure conditions, while the official sources available do not establish a Starlink-specific switch or an order to disable the service.
What does “kill switch” mean in the Starlink-India debate?
In this context, “kill switch” is a framing question about regulatory control, not a verified description of a Starlink feature. The official material documents licensing requirements, security obligations and government authorisation powers. It does not confirm that India can remotely deactivate Starlink terminals through a particular technical mechanism, or that it has ordered Starlink service switched off.
The distinction matters: a government can restrict an unlicensed service, withhold an authorisation or enforce licence conditions without possessing a product-level remote switch. The sources cited here establish the regulatory framework, not the technical capabilities or operational arrangements of Starlink.

Satellite broadband uses communications infrastructure that crosses borders, serves users on Indian territory and depends on spectrum, satellite capacity, ground gateways and user terminals. India’s framework treats these as matters requiring authorisation and oversight rather than as a foreign internet service that can simply begin selling subscriptions.

DoT authorisation and security conditions
The Department of Telecommunications (DoT) lists Global Mobile Personal Communication by Satellite (GMPCS) service as requiring a separate satellite earth-station gateway in India for each authorised satellite system. Its published conditions include privacy protections, lawful interception, routing Indian traffic through gateways established in India, and compliance with technical standards. These requirements create points of regulatory oversight over service delivery and traffic handling; they do not, on their own, prove a remote kill-switch capability.
IN-SPACe authorisation for satellite capacity
The Department of Space says foreign satellite capacity can be provisioned for Indian broadband networks only after authorisation from the Indian National Space Promotion and Authorisation Center (IN-SPACe). It also says satellite use over Indian territory is governed by Indian space policy, the Telecommunications Act and other applicable rules. This is a distinct space-sector approval layer alongside telecommunications licensing.

TRAI’s role in the wider policy framework
The Telecom Regulatory Authority of India (TRAI) released a consultation on satellite network authorisation and spectrum assignment on 8 April 2026; its page is marked closed. The listed respondents include Starlink Satellite Communication Private Limited, Amazon Leo, OneWeb India, Jio and Airtel. A consultation is part of policy development, not proof that any named company has received an individual operating approval.

Is Starlink licensed in India?
The official material summarized here does not establish Starlink’s present-day licensing, security-clearance or spectrum status, so it is not enough to answer that question with a current yes or no. The latest specific regulatory development in these sources is TRAI’s closed 2026 consultation; its respondent list is not an operating licence.

There is a clear historical marker. On 26 November 2021, DoT said Starlink was accepting bookings without the required Indian licence or authorisation, directed the company to comply with India’s regulatory framework and stop bookings or services, and advised the public not to subscribe to the advertised service. The department stated: “For rendering satellite based services in India, requisite license(s) from Department of Telecommunications, Government of India are required.” That notice describes the situation at the time; it should not be read as a statement of Starlink’s status today.
What does the 2025 satellite picture tell us?
In a parliamentary reply dated 3 April 2025, the Department of Space said 19 communication satellites were operational over India, supporting telecommunications, broadband, broadcasting, societal and strategic communications. It also reported that more than 10 satellite operators had shown interest and applied for authorisation to provide capacity over India. These are figures reported in that 2025 reply, not a current operator count.

The same reply said IN-SPACe had received no application for an Indian non-geostationary orbit (NGSO) constellation similar to Starlink. That is a statement of the position in April 2025, not a present-day update. It illustrates why the policy question is broader than one foreign company: India is weighing satellite capacity, domestic space assets and the terms under which different operators may serve the market.

A satellite connection is not only a satellite in orbit. The Department of Space describes antennas and terminals as part of satellite communication services and says they are deployed by licensed providers. DoT’s GMPCS conditions also specify gateways in India. Together, these ground components connect the satellite network to users and to Indian communications infrastructure, making hardware and traffic routing relevant to regulation.

That does not establish that a Starlink kit is available for Indian retail purchase or can be activated in India. A terminal’s presence or import would not by itself demonstrate that the service has the necessary Indian approvals.
