AI model-as-a-service lets a company access foundation models through a cloud API, catalog, or managed endpoint instead of hosting every model itself. It can speed up experimentation and offer more model choices, but it does not make models interchangeable: cost, data handling, performance, licensing, and the work required to switch still vary.
What is model as a service?
Model-as-a-service (MaaS) is a way to consume foundation-model inference as a managed service. A buyer chooses a model from a provider’s catalog or connects one through an API or registry; the service provider handles some combination of hosting, scaling, access controls, and operational tooling. The application team then calls the model from a product or workflow.
MaaS describes a delivery model, not a particular model architecture or a guarantee that the provider trained the model. A cloud platform may offer its own models alongside models built by other developers. A model marketplace is one route for finding and deploying those models; managed APIs and endpoints are ways to use them.

They bring together model developers, cloud and inference providers, marketplaces, tooling vendors, application builders, and enterprise buyers. Model developers gain routes to customers and access to computing infrastructure. Cloud providers add model choices to services that enterprises already use. Buyers can test models without first building and operating separate hosting systems for each one.

The scale of aggregation is visible in two examples. In a 2024 product announcement, AWS said Bedrock Marketplace offered access to over 100 models, with discovery, testing, deployment on managed endpoints, and calls through Bedrock APIs. That figure describes the announcement, not a verified current catalog count. In a 2025 analysis, the OECD reported that larger cloud providers served an average of seven model developers by the end of its sample. Its January 2025 account named developers including Meta, Mistral AI, Stability AI, Alibaba, Microsoft, OpenAI, Google, and DeepSeek.
Partnerships also shape the ecosystem. The FTC has described arrangements involving Microsoft and OpenAI, Amazon and Anthropic, and Google and Anthropic, including compute resources, model access, and information sharing. Such arrangements can help a model developer reach customers and obtain infrastructure, while increasing the importance of a small number of cloud and model relationships for access and distribution.
How does a model marketplace work?
A marketplace usually combines discovery with a path to deployment. In AWS’s 2024 announcement, a user could discover and test models in Bedrock Marketplace, subscribe to a selected model, deploy it on a managed endpoint, and call it through Bedrock APIs. AWS said these deployments could use standard APIs, but the billing could include both a third-party software fee and hosting fees based on endpoint instances.

That structure matters when estimating cost. “Marketplace price” is not necessarily one all-in rate: the model’s software charge and the infrastructure used to serve it may be separate. Other services may meter use differently. Compare the applicable model, input and output modalities, endpoint or token charges, and any additional hosting or software fees in the provider’s current terms before committing. The cited AWS announcement does not establish a universal rate or a current price for every model.
A catalog is only the entry point. Google Cloud’s architecture guidance treats generative-AI deployment as an operational lifecycle, adapting DevOps and MLOps practices to develop, deploy, and operate applications built on existing models. It also describes grounding models with websites, documents, databases, or APIs. Databricks documents managed Foundation Model APIs, batch inference, data-residency handling, and model acquisition through its Marketplace or external registries such as Hugging Face.
How do Bedrock, Vertex AI, and Databricks compare?
These platforms overlap as enterprise routes to model inference, but the cited materials establish different details for each. The table is a starting point, not a full feature or price comparison; “not stated” means the cited material does not establish that value.

For a real shortlist, compare the same task and workload on each platform rather than choosing by catalog size alone. Check available model versions and modalities, then measure quality and latency with representative inputs. A platform’s documentation can show what controls exist, but it does not establish that two models or deployments perform equivalently.
Which AI model API should my company use?
Choose based on the application’s constraints, not on a single leaderboard or the size of a marketplace. Use this framework to evaluate providers and models side by side:
- Quality and modalities: Test the tasks your application actually needs, including text, image, or other supported inputs and outputs. Confirm that the specific model and version are available through the intended service.
- Latency and throughput: Measure response time and capacity under your expected workload. Check which regions can serve the model and whether those regions meet user and system requirements.
- Total cost: Identify whether charges are based on tokens, images, endpoint instances, or another unit. Include both model and hosting charges where applicable, and calculate cost for representative workloads rather than assuming that a catalog listing is an all-in price.
- Data handling and residency: Verify where requests are processed, what is retained, and which residency controls apply to the chosen deployment. A provider’s general policy is not a substitute for checking the specific model and service configuration.
- Grounding and tools: Determine how the platform connects a model to company documents, databases, websites, or APIs, and what controls govern those connections.
- Evaluation and operations: Look for ways to evaluate outputs, monitor quality and latency, manage model versions, and operate releases through the team’s existing DevOps or MLOps processes.
- Security and compliance: Assess access controls, auditability, and relevant contractual commitments for the exact service and deployment. Do not infer a compliance guarantee from a platform’s general availability.
- Commercial terms and exit: Review model licenses and service terms, including restrictions on use, redistribution, or migration. Identify what happens to application code, data connections, evaluations, and deployment configuration if you leave.
For regulated or data-sensitive workloads, residency and retention can rule out an otherwise attractive model. For a fast-moving product experiment, ease of testing and operational fit may carry more weight. The appropriate choice can therefore differ by workload even within one company.

Can you switch models without rebuilding the app?
Sometimes you can change the model behind an application with limited code changes, especially when the service exposes a consistent API. AWS’s Bedrock announcement, for example, described using standard APIs for Marketplace deployments. But an API that makes calls look similar does not make the underlying models fully portable.
Models can differ in request formats, supported features, output behavior, rate limits, and commercial terms. An application may also rely on model-specific prompting, tool use, evaluation thresholds, or grounding behavior. Those dependencies need review and testing when changing models. Deeper integration with a provider’s data and IT infrastructure can make a move more difficult; the OECD identifies those integrations as a factor that can increase switching costs.

What are the main trade-offs and risks?
More choice, but uneven comparability
A multi-provider catalog makes it easier to explore models from different developers, but a listing alone does not show whether a model meets a company’s quality, latency, or policy needs. Test the intended model in the intended service and region.
Managed operations, but provider dependency
Outsourcing hosting and scaling can reduce operational work, while tying an application to the provider’s API, infrastructure, data controls, and billing. The more the application depends on surrounding provider services, the more migration work may be involved.
Broader access, but concentrated distribution
Cloud partnerships can connect model developers with compute and enterprise distribution. The FTC’s descriptions of major cloud–AI developer relationships also highlight why access can depend on a limited set of firms. Concentration can influence which models are available through a given platform and how much leverage customers have when negotiating or planning an exit.

Evolving obligations for general-purpose models
Legal requirements for general-purpose AI models are evolving, including transparency, safety, and documentation obligations in the European Union. The applicable duties depend on the parties’ roles, the model, and current law; companies should verify current legal text and obtain advice for their jurisdiction and use case rather than treating a platform catalog as a compliance determination.
How to evaluate a MaaS platform before adoption
- Define the workload. Specify the task, input and output modalities, expected volume, response-time needs, and data sensitivity.
- Shortlist models and services. Include the cloud platform and the actual model developer; record model versions and the regions in which the intended deployment is offered.
- Run representative evaluations. Compare output quality, latency, throughput, failure handling, and any grounding or tool-use behavior using realistic inputs.
- Build the cost model. Identify every billing unit and separate model fees from infrastructure or endpoint charges where relevant. Estimate using expected usage patterns.
- Validate governance and terms. Confirm residency, retention, access controls, licensing, security commitments, and any jurisdiction-specific obligations for the particular deployment.
- Plan the exit path. Document model-specific dependencies and test how much work a replacement model would require, including changes to prompts, integrations, evaluations, and operations.
Model-as-a-service is most useful when managed access and model choice outweigh the costs of provider-specific integration. The sound decision is not simply to pick a catalog; it is to validate one model and deployment against the company’s workload, total cost, governance needs, and realistic exit plan.
