Environment variables describe the process environment; PHP’s locale categories have their own runtime state. To diagnose a mismatch, check the locale data, inspect the environment and query the relevant category inside the PHP process. If code depends on locale rules, initialize the needed category explicitly and verify the result.
Why PHP can see a different locale than the Dockerfile declares
In a Debian-based PHP container described by Georges Cubas on September 28, 2026, the Dockerfile set LANG="fr_FR.UTF-8", LANGUAGE="fr_FR:fr" and LC_ALL="fr_FR.UTF-8", generated the French locale and installed PHP’s intl extension. The author reported that these environment values remained present in the container and ECS Exec session, but PHP reported C.UTF-8 for LC_CTYPE. The task definition did not override the variables, and the application’s two setlocale() calls selected LC_TIME, not LC_CTYPE. These are observations from that deployment, not independently reproduced results. Read the case report.
The distinction is between a value available in the environment and a locale category active in a process. PHP documents that setlocale() can take its setting from environment variables when given an empty string or null. The C library documentation describes program startup in the portable C locale and the explicit call setlocale(category, "") to adopt the environment’s setting. Merely declaring variables in a Dockerfile does not demonstrate that PHP has made that change. PHP: setlocale · Linux man-pages: setlocale(3).
Check locale data, environment and PHP state separately
1. Confirm the locale exists in the image
On Debian, a locale must be generated before the system can use it. The locales package provides templates; locale-gen compiles the locales selected in /etc/locale.gen. Setting ENV LANG=fr_FR.UTF-8 alone does not create French locale data. Debian locale-gen documentation.

2. Inspect the actual environment
Check LANG, LANGUAGE, LC_ALL and any category-specific variables in the running container, not just the Dockerfile. Deployment configuration can override image defaults. In the reported ECS case the author says the values persisted, but that should not be assumed for another deployment.
3. Query the category from the PHP process
PHP categories are independent. LC_CTYPE governs character classification and conversion; LC_TIME governs date and time formatting. Query the category that the feature actually uses. For example, setlocale(LC_CTYPE, null) asks PHP for the current LC_CTYPE setting; querying LC_ALL can show the overall category settings. Run the check in the same container and execution context as the application where possible.

4. Initialize deliberately, and check the return value
On glibc, setlocale(category, "") checks LC_ALL, then the environment variable for the requested category, then LANG. If the selected locale is invalid, the current setting remains unchanged and the call fails. PHP’s manual says a failed request returns false; success returns the new locale. Its exact behavior also depends on the platform’s locale implementation. glibc/POSIX locale lookup documentation · PHP setlocale() return values.

It affects more than character handling, so prefer the narrowest category that meets the need and test the consequences. What `C.UTF-8` means—and what it does not
C.UTF-8 is not another spelling of fr_FR.UTF-8. The case report describes it as a UTF-8 variant of the POSIX C locale. Debian documents C.UTF-8 as a Debian-specific option that keeps C-like locale behavior while supporting UTF-8. It is distinct from the French locale’s language-specific rules. Also confirm which PHP image family is in use. The PHP Official Image documentation distinguishes Debian and Alpine variants; Alpine uses musl rather than glibc. When locale-sensitive accent removal breaks identifiers
In the reported application, code used iconv('UTF-8', 'ASCII//TRANSLIT', $string) to make a normalization key before Doctrine flushed records. The author reports that under a forced strict LC_CTYPE=C, "Matériel" became "Mat?riel" rather than "Materiel". An expected duplicate therefore escaped application-level deduplication and later hit a database uniqueness constraint. The report distinguishes this forced-C reproduction from the runtime value it observed, C.UTF-8; it does not establish that every iconv implementation behaves this way. Case details.
The author’s fix was Symfony String’s u($string)->ascii()->toString(), which they report returned materiel both under the current locale and with LC_CTYPE=C forced. This avoids relying on the process’s LC_CTYPE for transliteration, but Symfony’s rules are not guaranteed to match iconv //TRANSLIT. Test the exact inputs and outputs your application accepts, including whether normalized keys align with database uniqueness and collation rules. Case report and repair.
