In ISO/IEC/IEEE 29119-1:2022, a test scenario is a basis for generating test cases. In everyday QA conversation, “scenario” is also often used more loosely to mean a high-level user journey. Teams should make clear which meaning they intend.

These distinctions follow ISO/IEC/IEEE 29119-1:2022. The standard does not require a fixed number of test cases for each scenario.
What is a test scenario?
In the ISO terminology, a test scenario is a situation or setting for the test item used as the basis for generating test cases. It frames the area or interaction that needs investigation without necessarily spelling out every value, condition, or outcome.

For example, “A user attempts to sign in to an account” is a scenario. It identifies the situation, but leaves open which account state, credentials, and expected behavior a particular test will check.
What is a test case?
ISO/IEC/IEEE 29119-1:2022 defines a test case as a set of preconditions, inputs, and expected results developed to drive execution of a test item toward test objectives. A case is therefore a specific, checkable test specification rather than just a broad area of concern.
Example: sign-in case
- Precondition: The account exists and is active, and the user is signed out.
- Input: The account’s valid username and password.
- Action: Submit the sign-in form.
- Expected result: The user is authenticated and the account page opens.
The action is useful operational detail for this example; the standard’s core definition names preconditions, inputs, and expected results. Teams may include other fields in their templates, such as a case identifier, priority, requirement link, actual result, or execution status. Those can help with management and traceability, but they are not part of the quoted core definition.

How scenarios, cases, and procedures fit together
- Identify the situation: Define the scenario, such as a user attempting to sign in.
- Derive specific cases: Choose concrete conditions and inputs, then state the expected results that address the test objectives.
- Organize execution: Put selected cases into a test procedure in the order they should run, adding actions needed to establish preconditions and perform wrap-up.
For the sign-in scenario, a team might derive cases for valid credentials, a wrong password, a locked account, and malformed or boundary inputs. The expected validation behavior should come from the product requirements. These are illustrative case choices, not cases mandated by the standard.

A scenario may lead to multiple cases when the team needs to examine different inputs, account states, or outcomes. That is a practical design choice, not a formal one-to-one or one-to-many rule. A test procedure, meanwhile, is about the order and supporting actions for executing cases—not another name for the scenario.
Why teams sometimes use the terms differently
In everyday QA work, “test scenario” can mean a high-level user journey, a set of steps, or even an executable script. ISO/IEC/IEEE 29119-1:2022 uses it more specifically for a situation or setting that serves as a basis for generating cases. The same standard defines scenario testing separately: a specification-based test-case design technique that exercises sequences of interactions between the test item and other systems, including users.

To avoid misunderstandings, define the artifact names and the minimum detail each must contain in your team’s test documentation. If a document called a “scenario” already includes exact inputs and expected results, explain whether your team treats it as a case, a combined artifact, or something else.
What makes a useful test case?
A useful case connects an objective to observable evidence. The standard’s definition gives the essential elements; teams can add fields that help people execute, review, and track the case.
- State the objective or requirement being checked so the result has a clear purpose.
- Record the preconditions and concrete inputs needed to reproduce the check.
- Make the expected result observable so a tester can decide whether the behavior matches the objective.
- Keep the case focused enough to diagnose failures. If one case combines unrelated conditions or outcomes, separate cases may make results easier to interpret.
- Add traceability and execution fields when useful, such as an identifier, priority, requirement link, actual result, or status, without confusing those team conventions with the standard’s definition.
ISO/IEC/IEEE 29119-4 describes test-design techniques for deriving cases that can provide evidence that requirements are met or that defects are present. In practice, that means choosing conditions and expected results that can reveal meaningful evidence, rather than writing steps whose outcome cannot be judged.

Standards context
ISO describes the 29119 series as applicable to organizations performing software testing. Its parts cover shared concepts and terminology (Part 1), test processes (Part 2), test documentation (Part 3), and test-design techniques (Part 4). The series recommends a risk-based approach; exhaustive testing is impractical, so teams need to select and prioritize what to test. This context does not mean every team must adopt a particular document template.
The distinction in this article uses ISO/IEC/IEEE 29119-1:2022 for the core terms. ISTQB’s Standard Glossary, Version 3.3, dated 11 November 2019, describes a test condition as a testable aspect of a component or system that is identified as a basis for testing, and test design as deriving and specifying test cases from conditions. Because that glossary predates the 2022 ISO edition, treat it as related terminology rather than a replacement for the ISO definitions here.

Frequently Asked Questions
Can one test scenario have multiple test cases?
Yes. A scenario can be the basis for as many cases as needed to check relevant conditions, inputs, and outcomes; the standard does not prescribe a fixed count.
Is a test scenario the same as scenario testing?
