To evaluate a unified security platform, walk one plausible incident through your actual detection, investigation, response, recovery, and reporting workflow. Use the same scenario and pre-agreed pass criteria for every platform you compare. The test should reveal whether tools, permissions, evidence, people, and continuity decisions work together—not claim that one exercise proves a platform secure or superior.
Choose an incident your organization could realistically face
Pick a consequential but manageable scenario that fits your environment and incident-response plan. Examples in CISA’s federal incident-response playbook include lateral movement, credential access, data exfiltration, a multi-user or multi-system intrusion, and a compromised administrator account. The exercise does not have to simulate a formally declared major incident.
Before the exercise, agree on observable success criteria for that scenario. For example, you might require the relevant alerts to reach the assigned workflow, the incident lead to see response-action status, investigators to retrieve necessary evidence, containment decisions to be authorized and recorded, and business owners to identify continuity decisions. These are practical criteria to tailor to your organization, not a universal CISA score.
CISA’s incident-response playbook describes preparation, detection and analysis, containment, eradication and recovery, and post-incident work. Activities may iterate rather than proceed in a single straight line.

Run the scenario through the real workflow
1. Introduce the first signal
Start with an alert or report, such as an automated detection, a user report, or information from a third party. Ask the responders to determine what may have happened, which accounts and assets could be affected, and what additional evidence they need. Record both the information they can access and the questions they cannot answer.
2. Follow the handoffs between tools
Trace the signal from the endpoint and detection tools into the SIEM and the organization’s chosen incident workflow, such as SOAR, ticketing, or reporting systems. Check whether the alert’s context survives each handoff, whether the right team receives it, and whether responders can work in their normal process.
CISA’s CDM technical capabilities document calls for EDR integration with agency SIEM platforms and existing incident-response workflow tools, which may include SOAR and reporting or ticketing systems. Its EDR-7-2 requirement says: “The EDR capability shall integrate with existing tools that are identified by the Agency to be part of the Agency’s incident response workflow.” That requirement is written for federal agencies; it is a useful integration principle for evaluators, not a universal certification for commercial platforms. 3. Exercise a permitted response action
If the scenario and your authorization allow it, test a policy-approved action—for example, isolating an endpoint, stopping a process, or quarantining a file. Confirm who can initiate or approve the action, whether automation behaves as expected, and whether the action’s status is visible to the people coordinating the incident. Do not treat an action as successful merely because a button was available: verify its outcome through the workflow.
CISA lists these actions as examples and says response should follow configured agency policy. Your test should use your organization’s own policy and safeguards, not assume that every response action is safe or appropriate in every environment. The same CDM document describes the integration and response context.
4. Verify evidence and post-incident work
Check that investigators can retrieve the alerts, event data, and forensic artifacts needed to understand the scenario. Capture a timeline of events, decisions and approvals, unresolved questions, recovery status, and follow-up work. Then check that those records remain available to the people responsible for review and closure.

CISA’s playbook includes post-incident activities and a checklist for tracking work to completion. Its Velociraptor resource describes one example of an incident-response capability for collecting and examining artifacts. CISA explicitly does not endorse commercial products or attest to their suitability, so this example is not a platform recommendation.
5. Include business and continuity decisions
Bring security and IT responders together with relevant business leaders. Ask which critical functions the scenario could disrupt, who decides acceptable trade-offs, and what continuity actions are available. CISA advises corporate leaders: “Cyber incident response plans should include not only your security and IT teams, but also senior business leadership and Board members.” Its guidance also recommends testing continuity arrangements for critical functions. 6. Add safety constraints for operational technology
For an OT environment, map dependencies between IT and OT systems and involve people who understand operational consequences. Do not assume that isolating a system is safe simply because the platform can do it. Test contingency plans with the goal of maintaining critical functions while managing the incident. A 2022 joint CISA, FBI, and NSA advisory recommends identifying IT/OT interdependencies and testing contingency plans.

If you are comparing alternatives, use the same scenario, participants, starting signal, and criteria for each. Record what happened and where responders had to switch tools, request extra access, wait for a handoff, or make a decision outside the platform.

- Coverage and context: Can responders connect the first signal to affected users, endpoints, systems, and relevant evidence?
- Integration and handoffs: Do alerts and response status reach the SIEM and the workflow tools your organization uses? Can teams continue in their incident-reporting or ticketing process?
- Response control: Can authorized responders carry out and verify policy-approved actions? Are approval steps and automation behavior clear?
- Evidence and audit trail: Can analysts access the event data and artifacts needed for investigation and post-incident review?
- Operational fit: Can security, IT, business, and, where relevant, OT staff follow the process using their real roles, permissions, and coverage arrangements?
- Recovery and continuity: Can the organization make and track recovery decisions while sustaining critical functions?
“Unified” is best judged by working handoffs and visible action status, not by the product label. A useful record distinguishes a successful automated step from a human decision, an approval delay, or a gap that required an external workaround. There is no universal score in the cited guidance, and it does not establish which commercial platform performs best.

Turn the exercise into a decision
After each run, review the timeline and criteria with the participants. Separate platform limitations from gaps in configuration, permissions, integrations, or the organization’s own response plan; the exercise can expose any of these. For each failed or unclear step, record its operational consequence, the owner of the fix, and whether it needs to be retested before a purchase or renewal decision.
A platform that passes this one scenario has demonstrated how it performed in that workflow under those conditions. It has not been proven secure, effective against every incident, or superior overall. Use the results as focused evidence for the decision, alongside other evaluations your organization requires.
