ITF is a specialized format for modeling interconnect parasitic effects used in chip-design extraction and signoff workflows—not a general-purpose modeling language. Synopsys’ current TAP-in page still lists ITF, but access requires registration and acceptance of the format’s license agreement.
What ITF models—and why it matters
Interconnects—the wires and vias that connect devices on a chip—introduce parasitic electrical effects that can affect timing, signal integrity, power, and reliability. ITF is designed to describe those effects in detail so they can be used in parasitic extraction and subsequent signoff analysis. Synopsys also presented the format as a way to model process variation at advanced process technologies.
The practical goal is consistency in how interconnect characteristics are represented across design flows. As STMicroelectronics executive Philippe Magarshack put it in the announcement, “A common format will allow us to seamlessly leverage various EDA tools that support it in our design flows and increase overall efficiency.” That benefit depends on tools in a given flow actually supporting ITF; the announcement does not establish universal product compatibility.
How the advisory-board effort was organized
Synopsys announced the Interconnect Modeling Technical Advisory Board (IMTAB) under the IEEE Industry Standards and Technology Organization (IEEE-ISTO) alongside ITF’s open availability. Its stated role was to help evolve ITF and promote an interoperable format for interconnect modeling. IMTAB chair Bari Biswas described it as “providing an efficient technical forum to facilitate the evolution of an interoperable format for interconnect modeling.”

The announcement said the founding participants represented semiconductor companies, EDA vendors, and foundries. It named Altera, AMD, Apache Design Solutions, GLOBALFOUNDRIES, LSI, Magma Design Automation, NVIDIA, Qualcomm, STMicroelectronics, and Synopsys, and said the board would initially have 12 members. Those are historical details from the announcement, not a complete or current membership roster. Format-enhancement requests could come from board members as well as the broader ITF user base.
What changed after the launch
In a February 1, 2011 release, Synopsys reported that IMTAB members had ratified ITF extensions for modeling more complex device structures and interconnect layers at 28-nm and below. The examples show the kinds of details the format was being extended to represent:

- High-k gate-oxide thickness and dielectric constant.

The same company release said that, since ITF became available in June 2010, more than 25 semiconductor companies and the top four EDA vendors had licensed it. That is Synopsys’ historical report as of February 1, 2011, not a current adoption count.
How to access ITF today
Synopsys’ Technology Access Program (TAP-in) page currently lists ITF among its available formats. Synopsys says users must register and accept the open-source license agreement for each format before downloading it. The listing confirms an access route and a license condition; it does not mean access is unconditional, nor does it confirm support in every EDA product.

Synopsys’ historical announcement calls the format open source. For anyone assessing it for a design flow, the relevant practical checks are whether the specific extraction and signoff tools support ITF and whether the applicable license terms meet the project’s requirements.

This was an industry collaboration around a specialized technical format: Synopsys announced ITF availability and an IEEE-ISTO-hosted advisory-board effort to develop it. The sources establish a later round of ratified extensions in 2011, but do not establish IMTAB’s present status, a formal IEEE-SA published standard, a current adoption total, or compatibility across third-party EDA products. The announcement should therefore be understood as an effort to foster interoperability, not proof that interoperability is universal or that ITF became an IEEE-SA standard.
