What is the difference between Struts 2 and Spring MVC?
Both frameworks handle web requests in Java using the model-view-controller pattern, but they belong to different projects. Apache Struts is a dedicated MVC framework; Spring MVC—formally Spring Web MVC—is the Servlet-based web framework within the broader Spring Framework. That distinction matters when you choose integrations, maintain an existing application, or plan a migration.

How request handling and controllers differ
Spring MVC: a front controller with annotated handlers
Spring MVC’s DispatcherServlet provides a front-controller entry point and delegates parts of request processing to configurable components. Developers commonly define controllers with annotations such as @Controller, @RestController, and request-mapping annotations. This is an approach within Spring Framework, rather than a separate framework that happens to use Java annotations.
Struts: actions, configuration, and plugins
Struts has its own action, configuration, convention, and plugin vocabulary. Its extension model and the actions already present in an application can be decisive factors. Do not assume that the structure of a Struts application maps directly to Spring MVC controllers; assess the code and integrations involved before estimating a migration.

Which framework should you choose?
Choose Spring MVC when
- Your application already uses Spring-managed components and configuration, so Spring MVC fits the existing architecture.
- You want the documented Servlet MVC model centered on
DispatcherServletand annotated controllers. - Your team is prepared to verify that the required Spring Framework version supports its Java version, Servlet container, and Jakarta EE environment.
Choose Apache Struts when
- You are maintaining a Struts application and its existing actions, plugins, and team expertise continue to meet the application’s needs.
- The exact Struts branch you plan to run is supported, and the required plugins and deployment environment are compatible with it.
- Switching frameworks would add migration risk without a concrete architectural or maintenance benefit.
Compare your application, not abstract framework reputations
For a new application, compare the request patterns and integrations you need with the team’s skills and the supported runtime combinations. For an existing application, include the cost and risk of changing its controllers, configuration, tests, and plugins. The available project documentation establishes architectural differences, not a controlled performance comparison; it does not show that one framework is inherently faster, simpler, or safer for every application.
Check versions and support before committing
“Struts 2” can describe a legacy installation as well as the current Apache Struts project. Apache says it currently maintains the Struts 2 major line, while its release numbering includes 6.x and 7.x. At the research date of 4 October 2026, Apache’s releases page identifies Struts 7.4.0 as the best available General Availability release. Spring’s reference identifies Spring Framework 7.0.9 as the latest stable release and labels 7.1.0-M2 as development documentation. For legacy Struts systems, determine the precise branch, dependencies, runtime, and support status rather than relying on the broad “Struts 2” label. The Apache Struts 2.5.x branch reached end of life on 30 October 2023; EOL branches no longer receive project security patches, bug fixes, or updates. That is a statement about 2.5.x, not every current Struts release. Apache provides migration guidance for both the 2.5-to-6 and 6-to-7 transitions; follow the applicable steps and validate compatibility before planning a framework switch. A practical decision checklist
- Identify what is deployed. Record the exact Struts or Spring Framework version, dependencies, Java version, Servlet container, and Jakarta EE requirements.
- Inventory application coupling. List Struts actions and plugins or Spring components and configuration that the application depends on.
- Confirm supported combinations. Check the framework’s current release and lifecycle information against the deployment runtime and required integrations.
- Estimate the real change. Compare the work to keep the current framework current with the work to migrate controllers, configuration, plugins, and tests.
- Decide against a concrete need. Prefer migration when it solves a defined support, integration, or architecture problem—not merely because one framework is assumed to be universally better.
