For LLM SaaS, a request count tells you how many calls a customer made, not how much model input and output those calls consumed. If your goal is to control variable model usage, a token budget is usually a closer fit; if your goal is to control call frequency or protect a backend, request-rate limits still matter. Many products need both.

Why request counts can misrepresent LLM usage

One request might classify a short sentence; another might process a long context and generate a lengthy answer. A flat allowance that counts each as one request treats them alike, even though their token consumption can differ substantially. That makes request counts a weak proxy when the product is trying to limit variable-sized model usage.

Token budgets can track that usage more directly. Google Cloud, for example, documents daily input- and output-token quotas for certain BigQuery generative AI functions, and says token consumption directly correlates with Vertex AI billing for that documented use case. Google Cloud’s BigQuery token-quota documentation describes pre-execution quota checks for those functions.

This supports a focused conclusion: token limits can align a usage ceiling more closely with token consumption than raw call counts. It does not establish that token plans always produce fairer customer outcomes, or that token usage equals the complete cost of operating an LLM SaaS product.

What each control is for

These mechanisms address different problems. Google Cloud’s Vertex AI documentation covers quotas and rate limits as resource-management tools, while its throughput documentation distinguishes shared pay-as-you-go capacity from Provisioned Throughput, which provides reserved capacity for a fixed cost. Vertex AI quotas and limits and Vertex AI throughput quota describe those platform-specific options.

When a token budget makes sense

Use a token budget when the product promise is fundamentally about how much model input or output a customer may consume, rather than how many times they may call an endpoint. It can make a usage ceiling more responsive to differences in prompt and response length.

  • Variable call sizes: Short and long interactions should not automatically consume the same usage allowance if the entitlement is intended to reflect model volume.
  • Cost awareness: Token usage can be related to upstream model charges. For the documented BigQuery functions, Google Cloud says token consumption directly correlates with Vertex AI billing.
  • Explicit customer limits: A stated input/output token allowance can be easier to interpret than a request cap when customers’ calls vary greatly in size.

That is a product-design rationale, not proof that token quotas are universally fairer. The cited platform material shows token quotas in use, but does not compare customer outcomes between token-based and request-based plans.

Why token budgets do not replace rate limits

A customer can stay under a daily token budget while sending many small calls in a short burst. A token ceiling alone therefore does not control request frequency, guarantee backend availability, or provide reserved model capacity.

Keep request-rate controls when call frequency, spikes, or abuse are concerns. Google Cloud describes quotas as helping protect availability and manage resource use, and Apigee documents prompt token-rate policies intended to protect a backend. Apigee’s LLM token policy guide also describes policies that can enforce token-consumption limits by product, developer, or app. These are examples of one platform’s capabilities, not requirements for every SaaS product.

Designing a token quota customers can understand

“Tokens” is not automatically a complete accounting policy. Provider billing can vary by model and by input, output, and modality; the Vertex AI pricing page illustrates those differences. Vertex AI pricing is a provider-specific example, not a vendor-neutral normalization standard.

Before publishing a quota, state exactly what it counts and how the product applies it:

  • Input and output: Say whether each has a separate allowance or whether they draw from a combined budget.
  • Model and modality: Explain how model choice and non-text inputs or outputs affect accounting, rather than implying every token has identical pricing or resource impact.
  • Time window and scope: Identify whether the ceiling resets by minute, day, or month and whether it applies to a user, app, project, or organization.
  • Failed or retried calls: Define whether they count, and what happens when a request fails after some processing.
  • Enforcement point: Clarify whether requests are checked before execution, limited during processing, or measured afterward. BigQuery’s documented pre-execution checks apply to the covered functions; they should not be assumed for every service.
  • Customer visibility: Provide a usage view or clear response when a limit is reached, so developers can distinguish a quota ceiling from a rate-limit or capacity error.

Tokenization, model mix, modality, caching, and input/output accounting can all affect the meaning of a token allowance. The available provider examples do not establish one universal method for converting those factors into a single cross-vendor unit.

A practical policy: layer the controls

  1. Choose the usage unit. If customers are entitled to a volume of model work, define an input/output token budget or another clearly specified usage measure.
  2. Set a separate rate ceiling. Add call-rate or token-flow limits when bursts and backend protection matter; make the window and scope explicit.
  3. Plan capacity independently. Decide whether shared capacity is sufficient or reserved throughput is needed for the service’s throughput requirements. A usage allowance is not a capacity reservation.
  4. Document the accounting rules. Explain model and modality treatment, retries and failures, reset windows, and where customers can see consumption.
  5. Test edge cases. Check that long prompts, generated output, retries, and concurrent calls behave as the published policy promises.

The right balance depends on the product. Use request limits where call frequency is the concern, token budgets where variable token consumption is the unit being controlled, and both when the service needs to manage usage and protect its backend.
