Stellar’s Adapter upgrade, Protocol 28, went live on mainnet on September 16, 2026. It brings three changes: CAP-83 alters how consensus handles late or invalid transaction sets; CAP-85 gives developers a way to upgrade groups of contracts atomically; and CAP-86 adds opt-in functions designed to make contract data migrations more tolerant of schema changes. The smart-contract features do not automatically change existing contracts: developers must adopt them through updated SDKs and rebuilt contracts.

What is Stellar’s Adapter upgrade?

Adapter is the name for Stellar Protocol 28. Its smart-contract platform, Soroban, first reached mainnet with Protocol 20; validators voted for that upgrade on February 20, 2024, according to the Stellar Development Foundation’s Protocol 20 upgrade guide. Adapter continues Soroban’s development, but its changes have different audiences: one concerns network consensus, while two give contract developers new tools.

The mainnet vote was scheduled for September 16, 2026, in the Foundation’s Adapter upgrade guide. A September 30, 2026 report by U.Today says the upgrade went live that day. The Foundation’s Adapter announcement describes the proposals and their intended behavior.

CAP-83: consensus under load

CAP-83 lets validators begin voting before a full transaction set has arrived and explicitly discard a late or invalid set. The stated aim is to help consensus proceed faster under load. That design goal is not the same as a published measurement: the upgrade sources do not establish a quantified improvement in throughput or confirmation speed.

CAP-85: coordinated upgrades for contract fleets

With CAP-85, contracts can refer to an externally managed shared executable. A developer can update the shared reference so contracts using it switch together, reducing the risk that a large deployment is left partly upgraded. The Foundation compares the pattern to a beacon proxy on other chains.

This is a mechanism for contract teams to use, not an automatic upgrade for every contract on Stellar. Only contracts designed to use the shared reference benefit from it, and the team remains responsible for managing the executable and upgrade.

CAP-86: more flexible contract data migrations

CAP-86 adds sparse host functions that handle missing or extra fields more gracefully than the previous map-conversion functions. This can help developers evolve data structures without assuming every stored record has exactly the same fields.

The functions are opt-in: developers need updated SDKs and must rebuild contracts to adopt them. Adding the functions does not itself migrate data stored by existing contracts, and the upgrade guide describes no backward incompatibility from adding them.

What developers and operators should know

Contract developers

  • Review whether shared executable references are appropriate for the contracts you want to upgrade as a fleet.
  • For sparse data handling, update the relevant SDK and rebuild the contract to adopt CAP-86’s functions.
  • Plan and test executable changes and data migrations as application work; Protocol 28 does not perform those tasks on a contract team’s behalf.

Validators and infrastructure operators

CAP-83 concerns consensus behavior, while the upgrade guide covers the release and synchronization steps for network participants. Those operator requirements are distinct from contract developers’ opt-in work. Consult the Adapter upgrade guide for the applicable instructions rather than assuming that adopting a contract SDK feature handles node operations.

How Adapter fits into Stellar’s Soroban timeline

Protocol 20 brought Soroban smart-contract functionality to mainnet in February 2024. The rollout was phased to let participants observe performance, security, and stability as capacity increased; that historical strategy does not mean Protocol 28 remains in a phased rollout.

Protocol 23, activated in 2025, had already introduced parallel smart-contract transaction processing and changes to Soroban state handling and caching. Those features belong to Protocol 23, not Adapter. Protocol 28 is another step in Soroban’s evolution, with its own focus on consensus behavior, coordinated contract upgrades, and data evolution.

What the upgrade does—and does not—establish

The upgrade materials explain the proposals’ design goals, but do not publish quantified post-upgrade gains in transaction throughput, transaction cost, or user adoption. CAP-83 is intended to help consensus move forward under load; that is not evidence of a specific measured performance increase. Likewise, CAP-85 and CAP-86 provide developer mechanisms rather than proof that applications have adopted them.
