To start a painting business, choose the work you want to take on, estimate costs for your market, set up the business, verify local requirements, prepare for lead-safe and worker safety obligations, and organize tools and customer operations. There is no single nationwide license or reliable universal startup budget: rules and costs depend on your location, services, and whether you hire.
1. Choose a service mix and local market
Decide whether you will offer interior painting, exterior painting, residential or commercial work, or a narrower specialty. The right starting point is the work local customers need and you can deliver safely—not a niche that is supposedly best everywhere.
Use the SBA’s market research and competitive analysis guidance to assess demand, market size, customer location, saturation, and competitor pricing. Compare the work types you are considering on factors that affect day-to-day operations:
- Customer type, typical job size, and expected job duration
- Seasonality and the geography you can serve
- Tools, supplies, and transportation needed
- Licensing, insurance, and safety requirements for the work
- How and when customers are likely to pay
These are questions to investigate in your market, not evidence that one service type is more profitable than another.

2. Write a business plan and estimate costs
List the purchases and expenses required for your particular service mix. The SBA’s startup-cost guidance identifies categories that can include equipment and supplies, communications, licenses and permits, insurance, legal and accounting help, salaries, advertising, market research, and a website. Separate one-time setup costs from recurring monthly expenses, and allow for operating cash while work and payments ramp up.
There is no supported one-size-fits-all figure for starting a painting business. Costs depend on factors such as location, equipment, services, insurance, licensing, staffing, and how much work you take on at launch. Build a budget from local quotes and the costs you actually expect rather than relying on a generic startup average.
Estimate your break-even point
The SBA’s basic break-even formula is fixed costs divided by price minus variable costs. For a service business, adapt the inputs to a defined unit—such as a job or billable work period—and use consistent assumptions. Fixed costs might include recurring overhead; variable costs might include job-specific materials or labor. The result is an estimate, not a guarantee: actual jobs vary in scope, time, and expenses.

3. Choose a business structure and name
Consider a sole proprietorship, LLC, partnership, or corporate structure in light of ownership, taxes, administration, and legal exposure. The SBA explains common business structure options; a qualified local accountant or attorney can help apply them to your circumstances.
An LLC or corporation does not replace insurance or remove every personal risk. Choose and check your business name under the registration rules that apply where you operate. The SBA’s business-name guidance covers naming considerations.
4. Register the business and arrange tax identification
Complete the registrations required for your chosen structure and location. Requirements may involve state or local authorities, and the SBA notes that the process depends on business structure and location in its registration guidance.

Apply for an Employer Identification Number (EIN) when applicable. The SBA says an EIN is used for tasks such as paying federal taxes, hiring employees, opening a business bank account, and applying for licenses and permits; the federal application is free. Check with your state’s tax authority about any separate state tax ID or other tax registration. The IRS business-starting checklist also covers tax-year and business-tax considerations.
5. Verify contractor rules, permits, zoning, and insurance locally
Before advertising or bidding, ask the state contractor regulator and the city or county offices where you will work which registrations, licenses, permits, bonds, insurance, and zoning rules apply to your services and business location. Requirements can differ by jurisdiction and scope of work. The SBA’s licenses and permits guidance is a starting point, not a substitute for checking with the relevant authorities.
Washington illustrates why a local check matters: its Department of Labor & Industries treats painting as a contractor specialty and requires applicable contractors to register, obtain a bond, and carry insurance. Those are Washington-specific rules, not nationwide requirements; consult the state’s contractor registration guidance for its details.

Registration and insurance are separate checks. If you hire, ask the appropriate state agency which employee-related coverages apply. The SBA identifies workers’ compensation, unemployment, and disability insurance among possible requirements, which vary by state.

Check whether EPA’s RRP rule applies
Paid work that disturbs paint in covered housing or child-occupied facilities built before 1978 generally falls under the EPA’s Renovation, Repair and Painting (RRP) rule. The rule can apply to painting contractors and sole proprietorships. For covered work, firm certification, trained or certified renovators, and lead-safe work practices are generally required; exemptions and authorized state or Tribal programs can affect the details.
The EPA says paint testing is not required under the RRP rule. If you lack documentation that the paint is not lead-based, the rule’s requirements apply. Before accepting potentially covered work, check the EPA’s contractor guidance and firm certification information to confirm scope, exemptions, training, certification, and which agency administers the program where you work. The contractor page was last updated June 17, 2026; verify current requirements and program details directly with EPA or the authorized jurisdiction.

Build a safety program
Plan for worker safety as part of the business, not just a job-site task. OSHA recommends establishing a safety and health program and provides steps for getting started. OSHA also offers free consultation assistance to small businesses.
7. Equip, organize, and market the business
Buy tools and supplies that match the surfaces and services you chose. A practical starter inventory may include brushes, rollers, trays, masking and surface-protection materials, and preparation tools; select types and quantities for the jobs you intend to perform rather than buying a universal kit. The SBA includes equipment and supplies among the costs to plan for.
Set up a business bank account and a reliable way to track income, expenses, estimates, invoices, and payments. Prepare clear estimates and contracts that define the work, surfaces, preparation, materials, price, schedule, and payment terms. Build a marketing plan for the customers and geography you selected, and avoid promising a finish, warranty, or turnaround time you cannot deliver.
