There is not enough evidence to say that Iraqis broadly switched from local internet providers to Starlink—or are now reconsidering because of data caps. Starlink’s Iraqi rollout is recent, and the data-limit details available from its support pages concern priority plans, not a confirmed Iraqi residential offer. Anyone comparing plans should check the terms shown for their location and obtain current tariffs from local providers.
Has Starlink launched in Iraq?
Yes. Iraq’s Communications and Media Commission signed Starlink’s operating license on July 17, 2026, according to the Iraqi News Agency (INA). The following day, INA reported that the regulator said Starlink was officially operating in the Iraqi market and that procedures for device sales and full activation would begin. Previously operating devices were to be transferred into Iraq’s system without penalties for users.
On September 27, 2026, the Iraqi Media Network (IMN) reported that the regulator’s executive president said the license was official, service was legal, and the first subscription batch had opened after a security review delayed the launch. Device deliveries were continuing, the report said.
These announcements establish authorization and an emerging rollout, not broad adoption. The available reporting does not provide subscriber counts, evidence that large numbers of customers left local ISPs, or customer accounts linking a change of provider to data limits.

Does Starlink have a data cap in Iraq?
The available official support material does not establish a data cap or overage rule for Starlink’s Iraqi residential service. Its relevant guidance describes priority plans, and those terms should not be treated as the terms of a residential plan unless the Iraqi offer explicitly says they apply.
What Starlink says about priority data
Starlink’s priority-data support guidance says customers can monitor data use and manage service through their account or app. For the priority plans it describes, exhausting the monthly priority allowance may mean buying additional data; otherwise, speeds fall to 1 Mbps download and 0.5 Mbps upload. The page does not establish that these rules apply to Iraqi residential customers.
A separate additional-data support result says priority-plan customers receive email and app notifications at 80% and 100% usage. It also describes a 25 TB total bundle top-up limit per billing cycle for non-enterprise accounts. These are general priority-plan support terms, not a confirmed Iraqi household cap or tariff.

Why plan wording matters
Priority data allowances, fair-use traffic management, paid add-on data, residential plans described as unlimited, and a hard monthly ISP cap are different things. Starlink’s fair-use guidance directs customers to its policy and service specifications for how data is assigned and traffic managed, but the available material does not provide a complete current Iraqi residential plan table.
Before relying on a number, check the Iraq-specific residential offer for its exact plan name, allowance, speed changes after allowance is used, any extra-data charge, and the date the terms apply. A figure from a priority plan is not a safe substitute.
How does Starlink compare with Iraqi internet providers?
There is no established, like-for-like price or data-cap comparison in the available reporting. It does not identify which Iraqi providers impose monthly limits, what those limits are, or how their prices and speeds compare with Starlink’s residential service. Local providers should not be treated as if they all sell the same package.

Jamal Ahmed Barzanji, Director General of Post and Communications at the Kurdistan Region’s Ministry of Transport and Communications, described local providers as complementary to Starlink rather than direct competitors. He also said Starlink targets specific population segments because it costs more than competitive offers from local companies within cities, according to INA’s July 14, 2026 report. That is an official characterization of the service’s intended market position, not an independent price study or a survey of customers.

To compare actual offers, check the terms for your address and weigh:
- Monthly price plus installation, equipment, or activation charges.
- Whether the allowance is a hard cap, a threshold for slower service, or an amount that can be topped up—and the price of any top-up.
- Advertised and typical download and upload speeds.
- Latency and reliability where you live, rather than only a provider’s headline speed.
- Connection type and local availability, including wired, fixed-wireless, mobile, or satellite service.
What should a prospective Starlink customer verify?
Because the Iraqi rollout is recent and plan terms may be location-specific, use the live Starlink order flow for your address rather than assuming that guidance for another service or market applies.
- Enter your Iraqi service address in Starlink’s official availability or order flow.
- Read the residential plan description and identify whether it states an allowance, fair-use condition, or no fixed data cap.
- Check what happens at any stated threshold: reduced speeds, an option to buy data, a service restriction, or another condition.
- Record the recurring monthly charge separately from one-time hardware, delivery, installation, and activation costs.
- Get current written terms from local providers serving the same address, then compare price, data treatment, speed, and reliability on the same basis.
INA reported that device sales and activation procedures were beginning, but that report does not establish which kit models are available for delivery to a particular address or their current price.
