Somalia is a federal republic whose government claims constitutional authority over foreign relations; Somaliland maintains a distinct political and territorial claim, but the African Union’s stated position is that it is not an independent entity. The disagreement is especially visible in Sool and Sanaag. Constitutional claims, international recognition and practical governance are separate questions, and the sources cited here do not establish a settled boundary or uniform control across the disputed areas.
Are Somalia and Somaliland separate countries?
Somalia is a federal republic. Somaliland is a distinct political entity that claims territory within the area claimed by Somalia. The African Union Commission Chairperson rejected recognition of Somaliland as an independent entity in a statement dated 26 December 2025, and reaffirmed Somalia’s unity and territorial integrity. That is the AU’s institutional position; it should not be mistaken for a neutral ruling that resolves every legal argument or for proof that all international actors take an identical view.
It helps to separate three issues: what a government’s constitution says about its authority, whether other states or organisations recognise an entity as independent, and who administers or exercises influence in a particular place. An answer to one does not automatically settle the other two.

The Office of the President of the Federal Republic of Somalia describes a constitution approved by parliament on 4 March 2026 and signed into law on 8 March 2026. Its account presents the constitution as the country’s supreme law and says it establishes a federal structure, assigning foreign relations and bilateral agreements exclusively to the Federal Government. These are the Somali government’s descriptions of its constitution and the authority it assigns; they do not, by themselves, settle contested jurisdiction on the ground.

What is disputed about the Somalia–Somaliland border?
The UN Secretary-General’s 2025 report, Situation in Somalia (S/2025/613), records competing claims in Sool, Sanaag and nearby areas. Somaliland’s Council of Ministers asserted that Sool, Sanaag and Togdheer were part of Somaliland. The report also describes a state-formation conference held in Laascaanood, in Sool, that concluded with a declaration of the North-East State of Somalia, adoption of a flag and approval of a state constitution. The process concerned Sool, Sanaag and Cayn-Khatumo, as described in the report, and was accompanied by disagreement.
These are reported claims and political developments, not a definitive settlement of sovereignty, boundary delimitation or effective control. A map line should not be presented as a universally agreed international border on the basis of these sources alone.

What can be said about Somaliland’s government?
The available sources do not give a balanced, detailed account of Somaliland’s current executive, legislature, judiciary and electoral arrangements. It would therefore be misleading to use them to create a symmetrical institutional comparison with Somalia. They support describing Somaliland as a distinct political entity with its own territorial claim, while leaving a detailed profile of its current institutions outside what can be established here.
