There is no single best service for SMS verification. A secondary number can keep your personal number off many sign-up forms, but no virtual or prepaid option is guaranteed to receive every code, and SMS is a weak choice for any account that matters. The practical approach is to choose a persistent number that the target site accepts, confirm that site’s rules before you rely on it, and switch to an authenticator app or another non-SMS method whenever the account offers one. In the United States, for example, Login.gov does not accept Google Voice, similar VoIP numbers, or most prepaid numbers for its identity check.

What a secondary number does and does not do

A second number separates the contact details you hand to a website from the number you use for family, work, and banking. That separation is useful, but it has limits that matter just as much as the benefit.

  • It lowers exposure of your primary number. A site that only needs a phone number for a one-time code can receive the secondary number instead.
  • It does not guarantee acceptance. The receiving service decides which number types it trusts. A number that works for one site may be rejected by the next.
  • It must stay yours. If the provider reassigns or releases the number, the next person who receives it may get your codes or reset links, and you may lose access to the account it was tied to.

The main number types compared

The options below differ mainly in whether the number is a true cellular line, whether the provider keeps it assigned to you, and how often sites accept it. No cross-service delivery test is reflected here, so none of these is ranked as universally best.

  • Whether the destination site accepts that number type.
  • Whether the number stays assigned to you for as long as you need the account.
  • What happens to account recovery if you lose the number.
  • Your geography and whether the provider’s eligibility rules apply to you.
  • Recurring cost, and whether you are solving contact privacy or account security. These are different problems.

Service-by-service notes

Google Voice

Google says it sends a text verification code when you sign up or add a phone to your account, and it tells users not to share those codes. It also documents a process for disconnecting an associated number, which matters if you later stop using a number tied to old accounts. Those steps describe Google’s own account handling only. They do not show that other websites will accept a Google Voice number.

Google’s privacy help states that texts and attachments are stored in its data centers, encrypted in transit between a Voice client and Google and at rest, and synced across your devices. That is encryption in transit and at rest, not end-to-end encryption, so Google can access the content of your messages. (Google Voice Help, privacy)

TextNow

TextNow’s support article says some services reject its VoIP numbers, that Canadian verification codes are largely unsupported, and that it does not guarantee acceptance. It also explains that inactive free Wi-Fi numbers can be recycled. If a recycled number then receives codes meant for you, you may lose access to the account or expose it to the new owner of the number. Paying for a recurring plan or activating a SIM is the more stable way to hold a number, but TextNow still does not promise every sender will accept it.

Login.gov

Login.gov is a useful example of how strict a single service can be. It requires a US-based verification phone number and accepts home, cell or mobile, and landline numbers. It does not accept international numbers, some US territories, Google Voice or similar VoIP numbers, premium-rate numbers, or most prepaid numbers. It also says it is most likely to verify your primary or most-used number. These are Login.gov’s own rules, not a standard that applies to other websites.

Why SMS is the weak link

NIST SP 800-63-4 treats phone- and SMS-based one-time passcodes delivered over the public switched telephone network as restricted authenticators, and it expects services to tell subscribers about these risks and the alternatives. A separate number helps with privacy, but it does not change the fundamental weakness of SMS: whoever controls the number controls the code. For a bank, email account, or cloud storage, use an authenticator app, a security key, or another non-SMS method whenever the service offers one.

Why public disposable numbers are a poor fit

Public disposable numbers are the cheapest-looking option and the riskiest. A 2023 arXiv paper, “Your Code is 0000: An Analysis of the Disposable Phone Numbers Ecosystem,” studies public disposable phone number gateways and reports their use in fraudulent account creation and access and in bypassing verification mechanisms. Anyone else using the same public number can see the same codes. Do not use shared public inboxes for private, important, or recoverable accounts.

How to choose a number, step by step

  1. Open the target site’s phone or verification help page and check whether it accepts VoIP, prepaid, or foreign numbers. If the page is silent, assume the number may be rejected.
  2. Choose a number type that matches the site’s rules: a cellular line for strict services, or a VoIP number only where the site accepts it.
  3. Confirm that you can keep the number active. Check the provider’s inactivity and recycling terms before you add it to any account.
  4. If the account supports an app-based or other non-SMS method, set it up as the primary sign-in method and keep the SMS number only as a backup.
  5. Record the account’s recovery options (backup codes, a recovery email address) somewhere you control, so a lost or released number does not lock you out.

When a code does not arrive

  • The site rejects the number type. Check whether the site lists VoIP or prepaid numbers as unsupported. If it does, use a different number type rather than repeatedly requesting codes.
  • The number is inactive or was recycled. Log in to your provider and confirm the number is active. A recycled number cannot be recovered by the site.
  • The number is outside the accepted country. Some services accept only certain countries’ numbers. TextNow notes that Canadian codes are largely unsupported; check the site’s own list.
  • The account needs stronger security anyway. If codes keep failing and the account holds money or important data, move to a non-SMS method instead of trying more numbers.

Use secondary numbers to reduce contact exposure, not as a substitute for a stronger authentication method on accounts you care about.
