A supermajority requires a higher share, such as 55% or 60%. There is no single U.S.-wide threshold: the rule depends on the jurisdiction, the kind of measure, and sometimes its subject. A separate turnout or repeat-election condition can also apply.
What is the difference between a simple majority and a supermajority?
A simple majority generally means more than half of the votes cast on a measure. A supermajority sets a higher approval threshold, which may be 55%, 60%, two-thirds, or another percentage established by the applicable law. The National Conference of State Legislatures (NCSL) describes majority approval as the common baseline for statewide citizen initiatives, but some jurisdictions impose higher thresholds for particular measures or subjects (NCSL overview).
The percentage alone does not tell the whole story. Check the law’s denominator: it may count votes cast on the measure or define the relevant group another way. Also check for conditions beyond vote share, such as a turnout floor or approval in consecutive elections.
How many votes does a ballot measure need to pass?
There is no universal number. Identify the jurisdiction and exact measure type, then read the governing threshold and any additional adoption conditions. Statewide citizen initiatives, constitutional amendments, local tax measures, and other ballot questions are not interchangeable categories; a rule for one may not apply to another.

- Identify the measure. Determine whether it is a statutory initiative, constitutional amendment, local tax question, or another kind of proposal.
- Find the applicable jurisdiction’s rule. Use the relevant constitution, statute, or election authority guidance rather than assuming a neighboring state’s or locality’s threshold applies.
- Check the denominator. Confirm which votes or voters are counted toward the percentage.
- Look for extra conditions. Check for participation requirements, repeat-election rules, or local validation requirements.
- Confirm status and timing. Distinguish an effective rule from a proposal that is merely on a ballot, and check for later changes before applying it to a current election.
How thresholds differ in selected jurisdictions

Does a ballot measure need 50% or 60% to pass?
It depends on the measure and the law that governs it. Colorado’s NCSL summary distinguishes statutory initiatives, at 50%, from constitutional amendments, at 55%; Florida sets a 60% threshold for initiated constitutional amendments or revisions, measured against electors voting on the measure. California’s Secretary of State describes majority approval for statewide measures. These examples show why “50% or 60%?” cannot be answered reliably without the jurisdiction and measure type.

Yes. A vote-share majority may not be enough if another legal condition applies. Nevada constitutional amendments must win a simple majority in two consecutive elections. NCSL also identifies states with participation thresholds, while Snohomish County’s local guidance describes a validation rule tied to turnout in a prior general election. In such cases, a measure can have majority support among votes cast on it and still fail a separate requirement.

When reading an official result, separate three questions: Did the measure reach the required share? Was the denominator the one specified by law? Did it satisfy every additional adoption condition? The certified result and applicable legal text determine the outcome.
