Yes. Users should be allowed to disable JavaScript in their browser. It gives people control over how websites run, and can help with privacy, security preferences, troubleshooting, or personal choice. But it can also break sign-in, forms, navigation, and other features. Browser controls work best when they offer exceptions or per-site settings, rather than forcing a permanent all-or-nothing choice.
What disabling JavaScript does—and what it does not do
JavaScript is executable code that websites use for interactive behavior. With scripts blocked, some pages still show their main text and images, while others lose essential functions or fail to load properly. The result depends on how each site was built.
Turning JavaScript off can reduce certain script-based exposures and tracking, but it does not make someone secure or anonymous. Other browser features, network activity, and site behavior still matter. A 2023 study of 6,384 pages reported that 43% were not strictly dependent on JavaScript, more than 67% were likely usable when visitors needed only the main-section content, and tracking requests fell by 85% on average in the tested script-blocking condition. Those are results from the authors’ sample and method, not universal estimates for today’s websites. Read the paper abstract and record.
Why users should have the choice
A browser setting lets people make a choice that reflects their needs and preferences. It can also be useful when diagnosing a broken page or limiting some script-enabled behavior. The W3C’s User Agent Accessibility Guidelines 1.0 explicitly included a checkpoint for allowing users to configure browsers not to execute scripts and other executable content. The report also cautioned that scripts can provide useful functionality and that users should need this broad setting only as a last resort; it is an older technical report, not a current requirement for websites to offer identical operation without JavaScript. That user control is distinct from a website’s responsibility to make its content and essential tasks usable. Nor does it mean every browser needs one global JavaScript switch: W3C’s Web Platform Design Principles support requiring user intention for powerful APIs that may expose data, create intrusive interfaces, or act in the background, but do not prescribe a single global JavaScript policy. Global blocking versus narrower controls

The exact controls vary by browser, and the sources cited here do not establish current menu paths for particular browsers. A more targeted choice can be a practical compromise: allow scripts for a task that needs them, then use a narrower restriction elsewhere if the browser supports it.

Is it safe or practical to turn JavaScript off?
It depends on the site and the user’s priorities. Blocking scripts can reduce some script-based exposure, but it may also prevent useful or essential features from working. The UK National Cyber Security Centre advises against disabling JavaScript as a crucial usability feature, noting that reliable and secure browsing can be difficult without it. Its browser guidance was published on 29 June 2021 and reviewed on 13 May 2025 (version 2.1); it is UK organizational guidance, not proof that JavaScript is risk-free. For a specific site, consider what you need to do before changing the setting. Reading an article may work when scripts are blocked, while signing in, submitting a form, or using an application may not. If a task stops working, restoring JavaScript for that site—where the browser permits an exception—may be more useful than leaving a global restriction in place.

What website teams should do
A site does not have to look or behave identically with JavaScript disabled to be accessible and resilient. The practical goal is to keep essential information and tasks usable across supported browser capabilities, and to prevent script-dependent failures from blocking access to the rest of the page.
Use progressive enhancement
Build important content and basic operations so they remain available where practical, then use JavaScript to enhance the experience. This does not mean every advanced feature must have a complete no-script equivalent. It does mean teams should decide deliberately which tasks are essential and provide a usable route for them.

GOV.UK advises that users should be able to access and use the information and features they need across browsers, and recommends progressive enhancement. It allows small rendering differences when they do not make understanding or interaction harder. Its February 2026 browser-testing guidance is specific to GOV.UK and represents approximately 98% of the most popular browsers used on that service; it is not a universal coverage target. Test script-dependent features and recovery
Test JavaScript-heavy components across the browsers and devices the service supports, with assistive technologies, and under relevant failure conditions. Check whether navigation updates focus and context, whether browser back and forward work, and whether users can recover when a network interruption occurs. GOV.UK’s progressive-enhancement guidance identifies these as risks for single-page applications and recommends checking browser/device operation, assistive-technology operation, performance, and accessibility. Keep inaccessible technology from blocking the rest of the page
For current accessibility work, W3C advises using WCAG 2.2. Its non-interference requirement says that technology used in a way that is not accessibility-supported or is non-conforming must not block users from accessing the rest of the page. This supports robust fallbacks and isolating inaccessible functionality; it does not require every feature to work exactly the same with JavaScript disabled. WCAG 2.2.
Legal requirements depend on jurisdiction and service type. For example, GOV.UK says UK public-sector websites and apps are subject to accessibility regulations that came into force on 23 September 2018, including a requirement to meet accessibility standards and publish an accessibility statement, with exceptions described in its guidance.
