Yes—but only within authority your company can verify and enforce outside the AI model. An agent’s instruction to “stay under budget” is not a spending control. Put a policy and authorization layer between the agent’s proposed transaction and the system that moves funds. That layer should identify the agent and accountable owner, check a durable policy, and allow, deny, or route the request for human approval. If approved, use a narrowly scoped payment capability rather than exposing a shared company card or reusable credential.
What the approval layer must do
Treat an AI agent as a distinct non-human identity—not as the employee whose account or payment method it happens to use. The NIST NCCoE concept paper describes linking specific user identities to agents or software systems so delegation can be controlled and automated actions held accountable. It discusses agent identity, OAuth 2.0, policy-based access control, and logging. It is a concept paper describing project direction and relevant standards, not a final prescriptive standard or complete agent-payment specification.
A practical design is a gateway or policy service between the agent and payment execution. The agent submits a proposed transaction; it does not decide for itself that it is authorized. The gateway authenticates the agent and its accountable owner, evaluates company policy, and returns an allow, deny, or human-review decision. Only an allowed request proceeds to payment execution, using a capability scoped to the permitted transaction. This is an architectural synthesis of identity and delegation guidance and vendor-documented scoped payment mechanisms, not a single standard product.
Check policy before issuing payment authority
Evaluate the proposal against durable rules outside the model. As design recommendations, consider amount and currency, payee, purpose, vendor status, budget, time window, transaction context, and whether the request fits the authority delegated to that agent. Policy can combine controls such as per-transaction and per-period limits, vendor or category allowlists, purpose restrictions, expiry, velocity limits, and a human exception queue. No cited product or standard is established as supplying this entire control set.

Make the decision explicit: allow a request that satisfies policy, deny one that violates a hard restriction, or route an exception to an authorized person. Build emergency revocation into the operational design so an owner can withdraw an agent’s authority without relying on the agent to cooperate.
Do not make the model the enforcement point
A prompt, system instruction, or model-generated explanation can help an agent act appropriately, but it cannot guarantee that a payment will be rejected when it exceeds delegated authority. Enforce hard limits where authorization or payment execution can deny the transaction. AWS notes that agents are non-deterministic and can misread a response as permission to spend or repeat a payment after an unexpected retry. That is a vendor’s explanation of a risk, not a reason to assume every agent or payment flow behaves identically.
Design for retries deliberately. Use idempotency safeguards so a retried request does not silently become a second charge, define what the agent should do when a result is ambiguous, and alert on repeated or unusual requests. These are recommended controls; their availability and implementation depend on the payment stack.

When to require human approval
Approval should follow delegated scope and transaction risk, not an invented universal dollar threshold. The reviewed standards and vendor materials establish no standard approval amount or cross-industry threshold. NIST describes a spectrum that includes human-in-the-loop approval as well as autonomous action; your organization must decide where the boundaries belong.
- Potentially autonomous: routine requests that match an approved purpose, verified payee, available budget, and all applicable limits.
- Require human review: a new or unverified payee, a request beyond an agent’s limit, an exception to policy, an ambiguous instruction, or a transaction whose context cannot be reliably checked.
- Deny rather than approve automatically: requests that violate a hard prohibition or lack required authority. A person may be able to authorize a separately controlled exception if company policy permits it.
Specify who may approve each kind of exception, how the approver sees the proposed payee, amount, purpose, and policy failure, and whether approval applies once or creates a continuing delegation. Do not let an approval to resolve one transaction silently widen the agent’s future authority.
Keep credentials and payment authority narrowly scoped
Do not hand the agent a reusable company payment credential if the payment system can instead grant authority for a bounded transaction or session. Credential protection reduces exposure, but it does not replace policy checks, approval decisions, or accountability.

| Building block | What the cited material describes | What it does not establish |
|---|---|---|
| Enterprise identity and authorization | NIST discusses distinct agent identity, delegation tied to specific user identities, OAuth 2.0, policy-based access control, and logs. NIST concept paper. | A final prescriptive standard, complete payment specification, or universal approval threshold. |
| Scoped checkout authorization | Stripe describes Shared Payment Tokens for using a saved payment method without exposing its underlying credentials, scoped to a retailer, amount, and short time window. Stripe agentic commerce primer. | Company-wide delegation policy, universal vendor controls, or a full finance approval and reconciliation workflow. |

AWS announcement. | That every company policy control is included, or that the service is available in every region or account. Confirm current availability for your environment. |
| Commerce and payment-network protocols | The Agentic Commerce Protocol (ACP) addresses transaction and checkout flows; Visa’s Trusted Agent Protocol describes agent intent and merchant-facing identification; Mastercard Agent Pay for Machines describes credentialing and permissioning. ACP, Visa, Mastercard. | A universal company spend-approval control plane or proof that the organization’s own delegation, exception, dispute, and reconciliation rules are covered. |
These options overlap and serve different layers; they are not interchangeable products or independently tested alternatives. Compare them in your own architecture on identity assurance, delegation scope, where policy is enforced, payee and amount granularity, credential exposure, expiry, human escalation, audit and reconciliation data, retry and idempotency behavior, processor and network compatibility, geographic and regulatory availability, contractual allocation for unauthorized transactions, and who owns implementation and controls. Protocol support or payment-rail access can enable a transaction without deciding whether your company should authorize it. For broader context on payment protocols and policy, see the IMF note.
Record the decision from delegation through reconciliation
An audit trail should make it possible to reconstruct not only that a payment occurred, but why the agent had authority to request it and how the organization decided. NIST emphasizes logging actions and outcomes; Visa’s protocol description includes agent intent. The following field set is implementation guidance derived from those concerns, not a standardized schema.
- Delegation: accountable user or owner, agent identity and version, scope granted, and when it was granted or revoked.
- Request: original intent or purpose, merchant or payee details, amount, currency, and relevant transaction context.
- Decision: policy version or rules evaluated, allow/deny/escalate result, reason, and any human approver and approval scope.
- Execution: payment capability or session reference, idempotency key, retry history, processor result, and any failure or ambiguity.
- After payment: reconciliation reference, alerts or exception handling, and links to the transaction record needed by finance or dispute teams.
Keep decision and execution records connected with stable identifiers so an approval can be traced to the payment and a retry can be distinguished from a new purchase. Restrict access and retention according to company policy and applicable requirements.

Separate product capability from company governance
Payment providers and networks document pieces of agent identity, authorization, tokenization, wallet, and checkout flows. Those descriptions are claims about their own systems, not comparative independent testing. Your company still has to decide who may delegate authority, which purposes and payees are in scope, which exceptions need approval, who can revoke access, and how disputes and reconciliation are handled.
Contract terms matter as well as technical controls. Stripe’s New Zealand Services Terms include language assigning users responsibility for certain unauthorized agentic transactions, including transactions outside the customer’s authority or resulting from bugs, hallucinations, or misinterpretations. That is a jurisdiction- and contract-specific example, not a universal allocation across providers. Review the current terms applicable to your jurisdiction, account, and agreement rather than inferring liability from a protocol or token feature.

Agent-related payment activity is not one uniform market measure. Visa and Artemis report that x402 had roughly $15.0 million in adjusted volume across 109.6 million transactions since its May 2025 launch; Visa says its report draws on live onchain data and was updated July 14, 2026. That figure concerns one protocol and is not a measure of all agentic payments. Separately, Visa’s 2025 announcement reported over 4,700% growth in AI-driven traffic to U.S. retail websites over the prior year and said 85% of shoppers who had used AI to shop reported an improved experience; the announcement attributes those figures to Adobe Data Insights, August 2025. Neither measure determines what an individual company should authorize, but both illustrate why agent-mediated commerce and payment flows deserve explicit controls.
Visa’s report summary and protocol announcement describe payment-network work; AWS and Stripe describe wallet, session, and token approaches in their own materials. These are useful building blocks, but a safer company design still puts enforceable authority, exception handling, and records under the company’s control.
