Microsoft’s MC660075 change restricted site collection administrators from using SharePoint’s legacy app-registration and permission-update pages unless a SharePoint administrator explicitly authorizes them. The rollout described in the notice was scheduled for late August through mid-September 2023; it is a historical change, not a future deployment.
What the SharePoint restriction affects
The restriction applies to two legacy SharePoint pages used to manage the Azure Access Control (ACS) service principal:
| Page | Task |
|---|---|
AppRegNew.aspx |
Register an app |
AppInv.aspx |
Update app permissions |
Microsoft’s current troubleshooting guidance says site collection administrators cannot complete these tasks through those pages unless the SharePoint administrator explicitly authorizes them. Microsoft describes the resulting errors as arising from “enhancements that were made to the security measures for administrative governance.”

Set-SPOTenant -SiteOwnerManageLegacyServicePrincipalEnabled $trueMicrosoft says the property is visible in SharePoint Online Management Shell version 16.0.23710.12000 or later. Its new default is FALSE; setting it to $true opts in to allowing site collection administrators to manage the legacy service principal.
This is a specific tenant setting for the legacy SharePoint workflow. The available guidance does not establish that enabling it overrides every other tenant restriction or resolves every administrator-specific failure. If access remains blocked, the SharePoint administrator should investigate the applicable tenant and account configuration rather than assume the flag guarantees access in all circumstances.

What MC660075 said about timing and scope
The archived MC660075 notice was created July 25, 2023, and updated August 30, 2023. It described a rollout planned to begin in late August and conclude in mid-September 2023. Those dates describe the notice’s original schedule only.
The notice said app registration and permission updates through the Microsoft Azure portal were not affected by this specific change. That scope statement concerns MC660075’s described change; it should not be read as a guarantee about unrelated Azure portal policies or later changes.
