The usual term for employees using AI tools for work without their organization’s approval or oversight is shadow AI. It describes how the tool is governed—not whether an employee acted maliciously, data was exposed, or a law was broken.
What does shadow AI mean?
Shadow AI is the workplace use of AI outside an organization’s approved policy, systems, or processes. Australia’s National AI Centre describes it as using AI for work outside an official policy or approved approach. The UK National Cyber Security Centre (NCSC) focuses on AI use that is not captured in approved organizational systems and processes. The Catalan Cybersecurity Agency puts the emphasis on tools used without company authorization or knowledge, particularly without IT oversight.
The definitions share a central idea: the organization has not brought the AI use within its accepted governance. Because approval rules differ between employers, the label depends on the organization’s policies and processes, not on whether a particular tool is inherently unauthorized.

Shadow AI extends the broader term shadow IT, which refers to technology or services used outside an organization’s oversight. “Unapproved AI use” is a plainer alternative when readers may not know the term. “Bring Your Own AI” is sometimes used informally for personal AI tools or accounts brought into work, but it is not as clearly established in the official guidance cited here.

What kinds of AI use can count?
The term is not limited to public chatbots. Depending on an employer’s policy, it can include AI-enabled applications adopted without review, such as browser extensions, transcription services, or productivity tools. In broader enterprise usage, it can also include agents built or deployed inside company environments that have not been registered, assigned an owner, or brought under policy.
These are examples of possible shadow AI, not a judgment about any named service. A tool’s status depends on whether the organization has approved it and how it is used.

Why employees use AI outside approved processes
Unofficial use is not necessarily deliberate rule-breaking. Australia’s National AI Centre identifies unmet needs, time pressure, and curiosity among early adopters as possible drivers. The UK NCSC’s shadow IT guidance also notes that employees may turn to unofficial services when approved tools or request processes make it difficult to complete work efficiently.
That means shadow AI can point to two issues at once: an oversight gap and a practical need that approved services may not meet. Understanding the task employees are trying to accomplish can help an organization respond more effectively than treating every user as a bad actor.

What risks does shadow AI create?
- Unreviewed data sharing: Employees may submit company, customer, personal, confidential, or supplier information to a service the organization has not assessed.
- Reduced visibility and control: The employer may not know what data a service retains, where it is stored, who can access it, or how it is processed. Whether data is retained or used to improve a service depends on that service’s policies, settings, and contractual terms; it should not be assumed that every service trains on submitted data.
- Compliance and reputation concerns: Uncontrolled use can create data-protection or regulatory problems, and generated outputs may conflict with organizational standards or undermine trust. These are risks, not automatic legal conclusions; applicable obligations depend on the jurisdiction, data, service, and circumstances.
- Agent access and security: An unmanaged agent may be able to access company data or systems. A vulnerability could expose the privileges available to that agent.
The core concern is uncertainty: the organization may not know which AI is in use, what information it receives, or what actions it can take. Shadow AI does not automatically mean a breach has occurred.

- State the rules clearly. Explain which work uses are allowed, which tools are approved, and what kinds of data staff may share. Australia’s National AI Centre emphasizes clear expectations for employees.
- Provide workable approved options. Choose alternatives that meet real tasks, and make the route for requesting a tool usable. Missing functionality or a slow approval process can encourage workarounds.
- Train employees for their roles. The Catalan Cybersecurity Agency recommends ongoing training adapted to workers’ duties, so guidance reflects the tasks and information they handle.
- Make it safe to disclose use. Invite employees to discuss the tools they use and the work they need to do. Australia’s National AI Centre recommends a safe space for these conversations; the UK NCSC advises a positive, no-blame approach to shadow IT.
- Choose controls that fit the environment. Data loss prevention (DLP) tools can help detect or block data leakage, while cloud access security brokers (CASBs) can help manage cloud application use and unauthorized access. The UK NCSC also discusses secure access service edge (SASE) and unified endpoint management (UEM) in its broader shadow IT guidance. These are categories of controls, not universal prescriptions.
- Assign clear ownership. The Catalan agency recommends an AI governance committee to approve tools, audit use, and support employee training. For environments using AI agents, governance should also make their presence and ownership visible.
The NCSC’s guidance on shadow IT stresses a practical reason to identify unofficial use: “You cannot manage what you do not know.” The aim is not simply to find and block tools, but to understand the use, reduce unmanaged risk, and offer a safe way to get the work done.
