In India, one GST registration does not cover a business’s liable operations across multiple States or Union territories. Under section 25 of the Central Goods and Services Tax Act, a person must apply in each State or UT where it is liable to register; each registration is generally treated as a distinct person for GST purposes. The practical choice is not simply “one GSTIN or many”: it is to identify where liability arises, then manage the invoicing, input tax credit and compliance consequences of those registrations.
Can one GST registration cover multiple States?
No. A GST registration is State- or Union-territory-specific. Section 25(1) of the CGST Act, 2017 requires a person liable under the Act to apply in each State or UT in which that person is liable. CBIC’s registration FAQ similarly describes separate registration in States where a person has business operations and is liable.
Having the same owner or PAN does not make one State’s GSTIN an all-India registration. At the same time, an address or incidental presence alone should not be treated as an automatic registration conclusion: the activity, place from which supplies are made, applicable liability provisions and current exceptions matter.
What does “one registration” mean?
The default under section 25(2) is one registration in a State or UT for a person. This is a within-State default, not an option to consolidate liable operations in several States under one GSTIN. Section 25 allows separate registrations for qualifying business verticals subject to prescribed conditions. A separate registration for another place of business in the same State is also a distinct, conditional question governed by the rules; it is not the same as multi-State registration. See the CBIC CGST Rules for the relevant rule framework.

When might a business need registrations in multiple States?
Start by mapping where the business is liable to register, rather than counting branches or addresses. CBIC’s FAQ notes that a service supplier registers at the location from which it supplies services. For businesses handling goods, relevant operational facts can include where goods are stored, supplied or manufactured and the nature of activity at each location.
- List the legal person and its PAN. Establish which entity makes or receives supplies; related companies with different legal identities are not simply branches of one registrant.
- Map actual activities by State or UT. Record locations from which services are supplied, where goods are stored or supplied, and any manufacturing or branch activity.
- Assess liability for each location and activity. Apply the current Act, rules, notifications and relevant exceptions to the facts; do not infer liability solely from a physical address.
- Register in each State or UT where liability exists. Do not assume that a GSTIN in one State satisfies an obligation arising in another.
The applicable conclusion depends on the business’s specific operations and current law. The Act and CBIC explanations provide the framework, but an actual registration decision should be checked against the entity’s facts.

What changes when registrations are separate?
Section 25(4) treats each registration as a distinct person, including registrations held under the same PAN. The statute states: “A person who has obtained or is required to obtain more than one registration, whether in one State or Union territory or more than one State or Union territory shall, in respect of each such registration, be treated as distinct persons for the purposes of this Act.”
That status means the business should not assume one GSTIN can act for, file for, or pool the GST position of another. Separate registrations require registration-level administration and attention to transactions between them. More GSTINs can align compliance with local operations, but they also mean more distinct GST identities to manage.

Are transfers between branches taxable?
They can be. CBIC’s sectoral FAQ gives the example of goods moved from a manufacturing unit in one State to its branch in another. In that example, the branches are distinct persons and the transfer is an inter-State supply liable to IGST even without consideration.
Use that example as a warning to assess branch flows, not as a claim that every internal movement has identical treatment. For each movement or shared resource, determine whether it is a supply between distinct persons and what tax and documentation the applicable provisions require. Goods, services, staff and centrally procured resources may raise different fact-specific questions.

Can one State registration use input tax credit from another?
Generally, no: CBIC’s FAQ says credit in one State cannot be cross-utilised by the firm’s registration in another State. A business should not treat its registrations as one freely transferable credit account.

For eligible third-party input services procured centrally and used across States, CBIC describes distribution or invoicing through the Input Service Distributor (ISD) mechanism to the distinct persons that used the services. How to weigh one registration against several
| Consideration | One State registration | Registrations in multiple States |
|---|---|---|
| Legal scope | Applies to the State or UT in which that registration is held; it does not cover liable operations in other States. | Required where the person is liable in each relevant State or UT, under section 25(1). |
| Identity under GST | One GST registration within that State by default, subject to qualified within-State options. | Each registration is treated as a distinct person, including registrations under one PAN. |
| Branch transactions | Does not by itself resolve treatment of activities or locations elsewhere. | Transactions between registrations may require assessment as supplies between distinct persons; CBIC’s branch-transfer example involves IGST. |
| Input tax credit | Credit is associated with the relevant registration. | Credit is not freely cross-utilised between State registrations; eligible shared input-service credit may require ISD handling. |
| Administration | Fewer GST identities to administer within the State, where the law permits this arrangement. | More GST identities and state-level compliance operations to manage. |
The table describes the legal and administrative trade-offs, not a choice to disregard registration liability. First establish the registrations the law requires; then plan inter-registration invoicing, credit allocation and compliance around the actual operating model.
What to check before deciding
- The legal entity and PAN making the supplies.
- Each State or UT where the business operates, and the activity conducted there.
- Where goods are stored, supplied or manufactured, and from where services are supplied.
- Goods, services, staff or centrally procured resources moving between registrations.
- Which registration receives and uses input services, and whether an ISD process applies.
- Current Act provisions, rules, notifications and exceptions relevant to the particular facts.
