To manage rising SaaS costs without blowing the IT budget, CIOs need to start renewal planning early, verify what changed in each offer, and control usage across the software portfolio—not just negotiate a lower seat price. That matters because enterprise subscriptions can rise faster than available budget growth, while new bundles and consumption-based charges make the real cost harder to forecast.
Why did our SaaS renewal go up?
There is no single, independently measured index that establishes how much every enterprise SaaS product is rising. In a December 2025 CIO analysis, Gartner analyst Mike Tucciarone said subscriptions at several large vendors rose 10% to 20% in 2025. He also cited a 2.8% projection for IT budget growth in that 2025 context. These are different measures—a reported range for several vendors and a budget-growth projection—not a like-for-like market comparison.
Structural spending pressure is also visible in longer-term figures. Boston Consulting Group (BCG) reported that third-party services IT budgets grew about 6% a year from 2019 through 2024, while software’s share of total technology budgets rose from 13% in 2019 to 21% in 2024. That is a rise in software’s budget share, not evidence that SaaS prices themselves increased by 50%. BCG links the growing complexity of software costs to vendor proliferation, provider consolidation, new consumption models, infrastructure costs, decentralized purchasing, compliance requirements, and frequently changing offerings. Those conditions complicate procurement; they do not prove that any one factor caused a particular vendor’s increase. BCG’s software cost analysis provides the broader context.

For 2026, Gartner reported that 75% of CFOs and finance leaders surveyed expected technology budget increases. The finding came from an October 2025 survey of more than 300 finance leaders and was published February 10, 2026. Gartner said technology increases reflect structural needs including rising SaaS costs, digital process expansion, and AI. This survey of planned functional budgets is not directly comparable to Tucciarone’s reported 2025 vendor-price range. Gartner’s release explains the survey context.

Several pricing mechanisms can be involved
- Consolidation and leverage: Consolidation can leave buyers with fewer practical alternatives, especially for business-critical ERP, CRM, or data platforms. CIO’s reporting described this as a factor in vendor leverage, not proof that consolidation alone sets a given renewal price.
- Packages and tiers: A renewal may reflect a new bundle, changed tier, removed baseline feature, or an add-on that has become part of the offer. Compare the capabilities included before and after, not just the headline total.
- Consumption pricing: Charges based on usage, credits, tokens, or other meters can vary with workloads and are harder to forecast than fixed seat counts. Unravel Data CEO Kunal Agarwal described these costs as highly variable and difficult to predict in CIO’s analysis.
- Regional changes: Regional price adjustments can affect the quoted amount even if the product and seat count appear unchanged.
- AI and other vendor-stated costs: Gartner’s 2024 abstract says vendors cite generative AI features, inflation, and sustainability costs as reasons for price increases. These are vendor explanations, not independent proof that those costs caused a particular uplift. Gartner’s abstract summarizes that context.
For data-heavy workloads, infrastructure charges can add pressure alongside subscription fees. Agarwal told CIO that data infrastructure costs had risen 30% to 50% year over year; that is an attributed industry observation, not a figure established for every organization.
How far ahead should CIOs plan for a renewal?
For critical systems, begin planning well before the renewal window. Tucciarone told CIO that organizations should plan renewals a year or two ahead for critical solutions. That is guidance intended to create time to assess use, requirements, and alternatives; it does not guarantee a discount or favorable terms.

Earlier planning is increasingly relevant because Gartner’s March 2026 abstract warns of more aggressive increases, migrations, audits, and compliance issues. Build a fact base before discussing price. BCG recommends centralized oversight of applications and contracts, clear ownership, and preparation grounded in business needs and actual use. A discount against an inflated or poorly matched package may still leave the organization paying for capabilities it does not need.

- Create an inventory. For each subscription, record the business owner, renewal date, contracted price, license count, usage or consumption, business criticality, and technical dependencies. Include departmental purchases where possible so the renewal team sees the full footprint.
- Compare the offer with the current contract. Ask the vendor to identify changes in list price, package or tier, baseline features, bundled AI features, seat minimums, overage thresholds, regional adjustments, and usage metrics. This helps distinguish a price increase from a change in what is being sold.
- Document current and future requirements. Check active use, planned projects, product roadmaps, required capabilities, and expected workload changes. Bring market intelligence to the conversation and challenge assumptions behind any proposed increase.
- Model the full commitment. Compare total cost over the contract period and any relevant exit period, not only the first-year price or visible unit discount. Consider price-protection and renewal terms, usage commitments, audit rights, support tiers, migration and exit costs, and how critical the system is. The availability and suitability of particular terms depend on the contract and vendor.
- Negotiate the parts that drive value and risk. Discuss the scope, pricing basis, support, commitment levels, and protections together. Gartner analyst Tucciarone told CIO that buyers should assess their negotiation intelligence, demonstrate they are informed, and use market data to seek better outcomes.
BCG’s framework combines commercial preparation with demand management and technical optimization. That is more useful than treating the renewal as a contest over a single unit price: reducing unused seats, revisiting add-ons, or improving how a metered service is configured may change the economics even when the vendor’s list price does not.
How can I find unused SaaS licenses?
Compare what the organization pays for with what people and systems actually use. BCG recommends mapping applications to business needs, examining overlap and add-ons, tracking utilization, and adjusting consumption or infrastructure where appropriate.

- Separate provisioned licenses from active licenses and review sign-on activity alongside the contract count.
- Distinguish truly inactive accounts from seasonal use, required reserve capacity, or licenses needed by a team with infrequent but critical work.
- Map applications by capability to find overlapping tools. Decide whether consolidation into a suite or retaining best-of-breed products better meets requirements.
- Review premium support and add-ons against their incremental value over baseline service.
- Before cancelling or consolidating, check feature differences, integrations, migration effort, data movement, workflow impact, security, compliance, and user acceptance.
A smaller license count is not automatically a better outcome if it removes needed capacity or shifts costs into another product. Consolidation can reduce overlap but may also narrow choice, change workflows, or introduce migration costs. CIO’s reporting noted that moving off mission-critical systems can be expensive; BCG likewise advises managing tradeoffs and aligning leaders and users.

For metered services, track actual consumption and cost alongside the contracted amount. Break the view down by team, environment, and business activity where the product allows it. A bill that is visible only after a billing period closes offers little time to respond to a spike.

- Set a baseline. Record normal usage and the business activity that drives it, such as workload volume or data growth.
- Model plausible scenarios. Estimate expected, high-use, and low-use costs using the contract’s actual rates, commitments, and overage rules. This is a practical way to address variable consumption, not a quoted Gartner prescription.
- Monitor leading indicators. Review usage before invoices arrive and set internal alerts or ownership for unusual changes, where the service supports them.
- Test technical changes carefully. BCG identifies configuration, data retention, storage tiers, queries, and workload changes as possible optimization areas. Validate security, performance, compliance, and service-level effects before implementing a change.
Do not assume that a lower bill from a technical change is a net saving until its operational consequences are understood. A storage or workload adjustment can affect performance, retention obligations, or service quality.
When should a CIO consolidate, optimize, or switch?
Compare feasible paths across the full cost and operational impact rather than assuming one is always cheapest. For each option, assess:
- Total cost over the contract and exit period, including migration and integration work.
- Fit to required capabilities and actual usage.
- Predictability of seat-based, token-based, credit-based, or other metered charges.
- Data movement, migration dependencies, and integration effort.
- Operational resilience, security, and compliance.
- User workflows and the likelihood that teams will adopt the change.
A suite may reduce overlapping subscriptions, but a best-of-breed product may better fit a critical workflow. Switching can create negotiating leverage, but it is not practical when migration risk, data dependencies, or replacement costs outweigh the expected savings. Treat consolidation and exit as business decisions with affected leaders and users involved, not as automatic procurement responses.
