A rootkit is malware or a technique that hides malicious activity by manipulating what a system reports. A bootkit targets the boot process and can run before the operating system (OS) loads. The terms describe different things, so they can overlap: a bootkit may use rootkit-like concealment, but a rootkit need not target startup.
How rootkits and bootkits differ

MITRE ATT&CK describes rootkits as hiding programs, files, network connections, services, drivers, and other components by intercepting or modifying system information. What a rootkit does
A rootkit’s defining feature is concealment, not a particular place in the startup sequence. It may hide malicious files, processes, drivers, services, or network activity by changing what operating-system tools see. Rootkit behavior can occur at user or kernel level, or at lower levels such as a hypervisor or system firmware, making detection more difficult.

What a bootkit targets
A bootkit targets the chain of components that starts a computer. On legacy BIOS systems, it may alter the Master Boot Record (MBR) or Volume Boot Record (VBR). On UEFI systems, it may create or change files in the EFI System Partition (ESP). The aim is to divert startup or run code before the OS is active.
Because a bootkit can operate below the OS, it may persist in a way that an ordinary scan running inside the infected OS cannot reliably assess. MITRE notes that remediation can be harder when this kind of persistence is not suspected. MITRE ATT&CK: Bootkit

Why the terms can overlap
“Rootkit” answers a question about what the malware does: conceal malicious activity or components. “Bootkit” answers a question about where and when it acts: within the boot chain, potentially before the OS loads. One piece of malware can therefore fit both descriptions. Calling every rootkit a bootkit—or treating the labels as mutually exclusive—confuses behavior with target.
How startup protections help—and where they stop
On supported Windows devices with the relevant protections enabled, Secure Boot checks signatures during startup. Windows then uses additional defenses: Trusted Boot checks later startup components, Early Launch Anti-Malware (ELAM) checks boot drivers before they load, and Measured Boot records startup measurements for assessment. The protections available depend on the device and its configuration; they reduce risk but do not guarantee that every bootkit or bypass will be blocked.

Microsoft has documented BlackLotus, a Secure Boot bypass tracked as CVE-2023-24932. Microsoft says mitigations were included in Windows security updates released July 9, 2024 and later. Applying boot-manager revocations can affect some boot configurations and complicate recovery with older media, so check current Windows updates and the device maker’s instructions before changing boot settings. - Do not treat a clean in-OS scan as conclusive. Rootkits may hide processes or activity from tools running on the affected system. Microsoft notes that booting into a known trusted environment may be appropriate when infection is suspected.
- For a Windows device, consider Microsoft Defender Offline. Open Windows Security, go to Virus & threat protection, choose Scan options, select Microsoft Defender Offline scan, and start the scan. Save open work first; the device restarts to run it.
- Keep software updated and maintain backups. Microsoft recommends updates, caution with suspicious websites and email, and regular backups as prevention measures.
- If rootkit removal fails, use official recovery guidance. Microsoft strongly recommends reinstalling the OS and security software, then restoring backed-up data. For a suspected bootkit—especially on a managed or business device—escalate to qualified incident response rather than casually rewriting boot records, changing firmware, or disabling Secure Boot.
