A 2013 Chipworks analysis, reported by bit-tech, found 20 graphics compute units physically present on the chip, but two appeared inactive. That distinction explains why the die analysis and the PS4’s announced specification give different GPU counts: the shipping configuration had 18 active units and was rated at 1.84 TFLOPS.
What the PS4 APU is
The PS4’s APU is a single custom CPU/GPU system-on-chip (SoC), not a retail desktop processor. It combines a low-power x86-64 AMD Jaguar CPU block and a Radeon graphics block. TechInsights describes the console as using this integrated processor alongside shared main memory.
Bit-tech reported Chipworks’ 2013 analysis of the Sony custom chip identified as CXD90026G. It measured the die at 348 mm². A separate 2013 4Gamer teardown described it as approximately 19 × 19 mm; the figures are broadly consistent, though measurement and rounding methods may differ.
CPU: eight Jaguar cores
Chipworks’ die analysis, as reported by bit-tech in 2013, identified eight AMD Jaguar CPU cores arranged in two four-core blocks. This is a count of the CPU cores in the APU, not a claim that the PS4 contains a desktop-class processor.

GPU: why the die shows 20 units but the specification says 18
The apparent discrepancy is between units visible on the chip and units enabled in the specified shipping configuration. These are not competing PS4 models or interchangeable counts.

The two apparently inactive units are consistent with a manufacturing-yield strategy: disabling units that do not meet requirements can allow a chip with otherwise usable components to be sold. However, that purpose is an inference in the contemporaneous reporting, not a confirmed explanation from AMD in the cited material. The evidence also does not establish that owners can enable the inactive units.

Memory is shared system memory, not part of the die
The PS4’s announced configuration included 8 GB of unified GDDR5 memory, according to AMD platform figures reported by Tom’s Hardware in 2013. TechInsights describes one shared main-memory array. The 8 GB is system memory available to the platform; it should not be described as 8 GB embedded on the APU die.
