Test responsive pages by narrowing the viewport gradually, checking zoom and text enlargement, and verifying content, controls, and keyboard focus at each meaningful layout change. A phone preset alone is not enough: test the widths where your design changes and continue down to the narrow conditions your site must support.
How to test whether a website is responsive
- Start in a responsive browser viewport. In Chrome DevTools, open the device toolbar and resize the viewport from the site’s desktop layout toward narrower widths. The UK DWP Accessibility Manual describes this workflow and recommends scaling down to 320 pixels; steps may differ in other browsers. DWP accessibility testing guidance
- Sweep through widths rather than relying on presets. Watch for the point where a navigation bar wraps, a grid changes columns, or a control becomes cramped. Inspect just above and below that transition, then continue toward the narrowest supported width. A preset can miss a failure between its named sizes.
- Look for lost or obstructed content. Check for page-wide horizontal scrolling, clipped text, overlapping controls, media extending beyond its container, and content that vanishes after a breakpoint. A table or map may require two-dimensional scrolling, but that behavior should stay within the component rather than forcing the entire page to scroll sideways.
- Increase zoom and text size. Check browser zoom and font settings, including text enlargement to 200%. Look for labels, navigation, and form controls that overlap or become inaccessible as text grows. - Check portrait and landscape. Confirm the layout adapts in both orientations and does not unnecessarily lock users into one orientation. DWP guidance
- Navigate with a keyboard at each meaningful layout change. Tab through the page and confirm focus order remains understandable, navigation is reachable, and sticky elements do not cover the focused control. - Repeat important checks on a physical device. Emulation is useful for configured viewport widths and pointer inputs, but it cannot fully answer questions about a particular browser build, on-screen keyboard, thumb reach, performance feel, or legibility in outdoor light. What responsive reflow requires
WCAG 2.1 Success Criterion 1.4.10, Reflow, uses a width equivalent to 320 CSS pixels for vertically scrolling content and a height equivalent to 256 CSS pixels for horizontally scrolling content. At those equivalent dimensions, content should be presentable without loss of information or functionality and without requiring scrolling in two dimensions, except where the content’s use or meaning requires a two-dimensional layout. A data table or map can qualify for that exception; unrelated page content still needs to reflow. These are standards thresholds, not device-preset recommendations. W3C: Understanding Reflow
The point is not to force every component into a single column. It is to preserve access to the page’s information and functionality as the available space changes. Keep necessary two-dimensional interaction local—for example, in a table region—rather than allowing it to create page-wide horizontal scrolling.
Common responsive failures and how to fix them

Viewport emulation and real-device checks
Use viewport emulation or browser automation for repeatable checks of layout responses across widths and configured inputs. These checks can be added to a regression suite and can assert conditions such as page overflow. Use manual checks on actual hardware when the question involves physical ergonomics, on-screen keyboards, specific browser builds, performance feel, or real-world legibility.
