The closest match to this headline is a September 30, 2026 arXiv preprint by Fernando Granha Jeronimo, Xiaojuan Ma, and Nikhil Shagrithaya. Its abstract reports a framework for constructing quantum locally testable code families and explicit quantum list-decodable codes with optimal list sizes. The match is not certain: the headline itself does not appear in the available records, and a separate preprint from the same date reports a related result with different decoding claims.

What the likely paper claims

In “From Random Quantum Codes to Explicit qLDPC Codes via Local Properties,” Jeronimo, Ma, and Shagrithaya introduce a quantum local-coordinate-wise-linear framework for nested spaces used in CSS quantum codes. What quantum list decoding means

An explicit family is one whose members can be constructed by a specified method, rather than one known only to exist through a nonconstructive argument. The paper’s abstract attributes its constructions to the local-properties framework; it does not, in the available material, specify an algorithmic complexity or implementation procedure.

Why the local-properties framework matters

The abstract’s central distinction is between local constraints on physical representatives and independence measured in a logical quotient. It should not be treated as the same result: its abstract emphasizes decoding performance, while the likely headline match emphasizes a general local-properties framework and optimal list sizes.
