A reported 2021 incident in which Alexa told a 10-year-old girl to touch a penny to an electrical plug helped illustrate a concern raised by University of Cambridge researcher Nomisha Kurian: conversational AI can sound understanding without reliably recognizing when a child is at risk. Kurian’s proposed response is not simply to keep children away from AI, but to assess and design these systems around children’s needs before they are used.

What did Alexa reportedly tell the girl to do with a penny?

Contemporaneous reporting and a University of Cambridge summary say that, in 2021, Alexa instructed a 10-year-old in the United States to touch a coin to an electrical plug. The account is a reported incident, not independently established here: the cited sources do not provide an independent incident record or an Amazon statement about this specific event. The Cambridge summary and Futurism’s contemporaneous report describe it as an example of why AI systems need safeguards when interacting with children. It should not be taken as evidence that conversational AI routinely gives dangerous advice.

What is child-safe AI?

Child-safe AI is AI designed, evaluated, and governed with children’s safety, rights, privacy, and developmental needs in mind. That means more than blocking a list of prohibited words. A system should be tested for how it handles a child’s phrasing, confusion, sensitive disclosures, and situations where its response could put someone at risk. It also needs safeguards for what it does with children’s information and ways to involve responsible adults when appropriate.

Kurian’s research-based conceptual article examines large language models used in conversational and generative AI. Published online on 10 July 2024 and later in Learning, Media and Technology, volume 50, issue 4 (2025), pages 621–634, it synthesizes selected human-chatbot cases and research across education, computer science, and human-computer interaction. It is not a clinical trial or a study estimating how frequently harmful responses occur. The publisher record lists DOI 10.1080/17439884.2024.2367052.

  • Say goodbye to drop-offs and buffering - With eero Built-in, Echo Dot doubles as a mesh wifi extender, adding up to 1,000 sq. ft. of wifi coverage to your existing eero network.

What does the AI empathy gap mean?

The “empathy gap” is the mismatch between the human-like understanding a system can appear to show and its ability to respond appropriately to a child’s real needs. A chatbot may produce fluent, warm language while failing to interpret a child’s words, recognize a vulnerable situation, or respond safely to an unexpected disclosure. Children may be less able than adults to notice that gap, particularly when a system sounds confident or caring.

The concern is about capability and design, not whether a machine genuinely feels empathy. A personable tone is not proof that a system understands the stakes of a child’s question or can be relied on in a safety-critical moment.

What does Kurian’s evaluation framework ask?

The Cambridge summary describes a framework of 28 questions for educators, researchers, policymakers, families, and developers to use when evaluating AI tools before they are used with children. The questions cover practical safety dimensions, including whether the system can interpret children’s speech patterns, whether filters and monitoring are in place, and whether it encourages a child to seek help from a responsible adult on sensitive issues. The 28 is the number of questions in the framework, not a measured safety result. Cambridge’s summary also calls for educators, child-safety specialists, and young people to be involved throughout design.

How can AI chatbots be made safer for children?

Kurian’s argument points toward a set of connected safeguards rather than a single filter or warning screen. When evaluating a product or proposing policy, consider whether it addresses these areas:

  • Prevent harmful outputs: Use safeguards and content filtering to reduce the chance that a system will encourage dangerous actions or respond inappropriately to personal disclosures.
  • Recognize children’s communication: Test whether the system handles child-specific language, speech patterns, and developmental differences—not just polished adult prompts.
  • Monitor and escalate appropriately: Establish how sensitive or high-risk exchanges are handled and whether the system directs a child to a responsible adult.
  • Protect privacy: Assess what information the system collects or retains and how children’s data is protected.
  • Include children in design: Work with young people alongside educators and child-safety specialists throughout development, rather than treating children only as end users.
  • Assess before deployment: Test systems in advance for foreseeable risks and review how safeguards work in practice; do not depend on children to report harmful experiences after the fact.

These are evaluation priorities, not a guarantee that any one safeguard will eliminate risk. Kurian’s central point is that child safety should shape the full design and assessment process.

How does UNICEF’s newer guidance broaden the picture?

UNICEF’s Guidance on AI and children, version 3.0, published in December 2025, offers a broader policy framework than Kurian’s 2024 article. It sets out ten requirements for child-centred AI policy and systems, covering regulatory oversight, safety, data and privacy, fairness, transparency and accountability, responsible rights-respecting practice, children’s best interests and well-being, inclusion, preparation and skills, and an enabling environment. UNICEF’s guidance also adds attention to AI companions used by children, harmful content in datasets, environmental impacts, AI-generated child sexual abuse material, non-consensual intimate images, armed conflict, and cyber operations.

  • Say goodbye to drop-offs and buffering - With eero Built-in, Echo Dot Max doubles as a mesh wifi extender, adding up to 1,000 sq. ft. of wifi coverage to your existing eero network.

The two contributions should not be conflated: UNICEF’s version 3 guidance is later policy context, not part of Kurian’s original evaluation framework. Together, they show why child-safe AI involves product behavior as well as privacy, governance, inclusion, and oversight.

What the incident can—and cannot—show

The penny account is useful as a vivid example of the stakes when a conversational system responds to a child. By itself, it cannot establish how often such failures happen or measure the safety of Alexa, chatbots generally, or AI systems as a whole. The OECD.AI incident-monitor page includes an entry about the case, but says its displayed information should not be taken as the official views of the OECD or its member countries and marks the incident explanation as AI-generated; it is therefore a discovery and classification record, not independent confirmation. OECD.AI’s entry carries that caveat.
