To render modern HTML as an image in C#/.NET without the legacy WebBrowser control, automate a Chromium-based browser. Playwright for .NET is the most flexible general choice for headless services, CI and desktop utilities; PuppeteerSharp is a comparable Chrome/Chromium API, while WebView2 fits Windows applications that already host an embedded browser. The right option depends on whether you need a headless renderer or a visible Windows control, how you deploy the browser runtime, and whether the result is a file, byte array, full page or selected element.
Why not use WebBrowser?
The old WebBrowser control is based on Internet Explorer and is unsuitable for pages that rely on current CSS, JavaScript, web fonts or browser APIs. Microsoft recommends WebView2 for modern embedded web content; it uses the Edge (Chromium) rendering engine (Microsoft .NET Blog). For server-side or CI image generation, a headless browser is usually simpler than hosting a UI control.

No cited source establishes a performance winner. Compare the host environment, browser installation and update policy, and required capture shape rather than assuming one library is faster.
Playwright .NET: complete headless example
1. Create the project and install Playwright
- Create a console project with
dotnet new console -n HtmlShotand enter it withcd HtmlShot. - Add the package:
dotnet add package Microsoft.Playwright. - Build once, then install the browser that matches the package. The generated Playwright script is typically run with
pwsh bin/Debug/net8.0/playwright.ps1 install chromium; use the path produced for your target framework and shell. In CI or Linux containers, also install the dependencies described in the browser guide.
Playwright can use an installed branded Chrome or Microsoft Edge, but it does not install those branded browsers for you. Pin and update the browser together with your application so rendering does not change unexpectedly.

3. Capture a URL instead of an HTML string

Use an explicit readiness condition for dynamic pages. NetworkIdle can never occur on applications that keep connections open, so wait for a meaningful selector instead:

Output choices and rendering details
Viewport, retina scale and formats
Set ViewportSize before navigation when responsive CSS matters. Set DeviceScaleFactor to 2 for a retina-like image, accepting roughly twice the pixel dimensions. Choose PNG for lossless text and transparency, JPEG for smaller photographic files, or WebP where your consumer supports it. A viewport screenshot captures the visible area; FullPage = true captures the document’s scrollable height. Very tall pages can exceed image or memory limits, so split long reports into sections when necessary.

Element capture is useful for cards, invoices and charts because it avoids cropping a full-page image afterward.
JavaScript, CSS, assets and fonts
- Use
SetContentAsyncfor self-contained markup. Relative URLs need a valid base URL or absolute asset URLs. - Wait for application data, images and fonts. For a specific image, wait for
imgcompletion in page JavaScript or for a selector that your app sets after loading. - Supply authentication, cookies or headers through a browser context when the target page is protected. Do not put secrets in HTML that may be logged.
- Use a deterministic viewport, timezone and locale if layout or date formatting affects pixels.
PuppeteerSharp alternative
PuppeteerSharp controls Chrome or Chromium through DevTools Protocol. Its documented examples show downloading a browser with a browser fetcher, launching headless, injecting markup with SetContentAsync, waiting for a selector and calling ScreenshotAsync (examples).

Exact browser-fetcher behavior and supported target frameworks can change with package versions; consult the package documentation and test the same OS image used in deployment.
When WebView2 is the right answer
WebView2 is appropriate when a Windows desktop UI already contains web content. Microsoft describes it as a control that embeds web content with the Edge (Chromium) engine (Microsoft Learn). You must distribute or require the WebView2 Runtime, create and use the control on its UI thread, and follow STA requirements. Those details make it a poor fit for a Windows service or Linux worker whose only output is an image.

Attach to an existing WebView2 instance
If a running WebView2 is already part of your application, Playwright documents enabling a remote debugging port and attaching with Chromium.ConnectOverCDPAsync (WebView2 integration). This is a specialized integration path; ordinary Playwright screenshots do not require WebView2 or CDP.

Troubleshooting
“Executable doesn’t exist” or browser launch failure
Install the Playwright-managed Chromium build (or run PuppeteerSharp’s browser fetcher), ensure the files are present in the deployment image, and install Linux OS dependencies. If you intentionally use Chrome or Edge, provide its executable path and verify the service account can launch it.
The screenshot is blank or only partly rendered
Do not capture immediately after navigation. Wait for the selector that represents usable content, then wait for images and document.fonts.ready. Check that relative assets resolve from the page URL and that CSP, authentication or blocked requests are not preventing scripts from running.
Dynamic content is missing
Wait for the application’s completion signal rather than an arbitrary short delay. For continuously updating pages, freeze the data or capture after a known request completes. A page that never becomes network-idle should use selector-based readiness.

Layout differs between machines
Pin the browser version, viewport, device scale, timezone, locale and fonts. Compare the OS and container image as well as your .NET package. Branded browser policies and enterprise controls can also alter automation behavior.

WebView2 throws threading or runtime errors
Confirm the WebView2 Runtime is installed, create the control on the UI thread, and run the app under STA as required by the framework. If you only need files from a server, move the job to Playwright or PuppeteerSharp instead.
Pages time out
Raise navigation and action timeouts only after identifying the slow dependency. Use a bounded wait for a required selector, block unnecessary third-party resources where appropriate, and record failed URLs so a worker can retry safely.
Production checklist
- Provision and patch the browser with your application image.
- Run under a restricted account and isolate untrusted pages.
- Set explicit navigation, selector and overall job timeouts.
- Reuse a browser process carefully, but create isolated contexts for cookies and credentials.
- Limit page dimensions and concurrent jobs to protect memory.
- Log URL, viewport, browser version, wait condition and failure reason; never log secrets.
- Test representative pages on the actual CI, container or Windows desktop target.

Can I render HTML to an image without installing a browser?

Should I use PNG or JPEG?
Use PNG for sharp text, diagrams and transparency; use JPEG when photographic content and smaller files matter. WebP is useful when your downstream clients support it.
Is WebView2 headless?
No. WebView2 is an embedded Windows UI control. It can be automated through CDP when already running, but a headless Playwright or PuppeteerSharp process is the more direct server-side design.
