A YouTube 403 on a Raspberry Pi does not automatically mean your FFmpeg stream key is wrong. First identify whether the 403 comes from a YouTube Live API request or whether FFmpeg cannot start an encoder connection; then follow the matching fix. For an encoder startup error, YouTube recommends getting a fresh key in Live Control Room and updating FFmpeg. API 403s instead require checking the API’s specific error reason, permissions, channel eligibility, or resource state.
Identify where the 403 occurs
Capture the complete error and note the step at which it appears. These symptoms point to different troubleshooting paths:

A Live API 403 is not interchangeable with an encoder’s connection failure. If the response is from the API, preserve its specific error reason: the documented causes include permission and channel-eligibility problems as well as restrictions on operations in a particular resource state. A timeout or TLS error, by contrast, calls for transport checks before assuming the key is at fault.
Fix a third-party encoder startup error
Refresh the key in YouTube Live Control Room
- In YouTube Studio, open Live Control Room and select the Stream area for the intended stream.
- Copy the stream key for that stream. YouTube’s guidance for a third-party encoder startup error is to get a new key in Live Control Room and update the encoder.
- Replace the key in your FFmpeg configuration, then retry the connection.
Treat the key as a secret. Redact it from command transcripts, screenshots, logs, and support posts. If you share diagnostic information, show the command structure but replace the real key with a placeholder.

Make sure the endpoint and key belong together
YouTube’s LiveStreams resource provides ingestion information, including a stream name and primary or backup ingestion addresses. Depending on the encoder interface, the server URL and stream name may be entered in separate fields or combined in a form such as STREAM_URL/STREAM_NAME. Use the values from the intended stream’s actual configuration, not an old example endpoint or a key copied from a different stream.
Check RTMPS transport and FFmpeg support
A correct key cannot compensate for a malformed or unsupported connection. YouTube’s RTMPS guidance requires the rtmps protocol and a valid YouTube RTMPS ingestion endpoint. The connection must use port 443, and the TLS handshake must use SNI set to the server hostname. YouTube also advises checking that the encoder supports RTMPS.

- Confirm the output URL uses the scheme and ingestion address shown for your YouTube stream.
- Confirm the endpoint uses RTMPS on port 443, rather than substituting a generic or stale destination.
- Check that the installed FFmpeg build supports the required protocol and that the TLS connection sends the endpoint’s hostname as SNI.
- Review FFmpeg’s complete diagnostic output to determine whether it fails while opening the output connection, during TLS negotiation, or after reaching YouTube.
FFmpeg documents RTMP URL syntax as rtmp://[username:password@]server[:port][/app][/instance][/playpath], along with separate rtmp_app and rtmp_playpath options; RTMPS is RTMP over a secure SSL connection. That general syntax does not define a universal YouTube destination. Use the ingestion information for your own stream and the field layout your encoder expects.
FFmpeg protocol availability can depend on how the installed build was configured. A Raspberry Pi model, operating system release, or FFmpeg version cannot be assumed to support a particular protocol solely from the fact that FFmpeg is installed. Check the local build’s protocol list and diagnostics before changing account credentials.

Resolve a Live API 403 at the account or resource layer
Check authorization and channel eligibility
If the Live API response identifies insufficientLivePermissions, investigate the authorization used for the API operation. If it identifies liveStreamingNotEnabled, YouTube’s API reference directs users to channel feature eligibility. API OAuth credentials authorize API requests; they are distinct from the stream key an encoder uses to send video.
Check the resource’s lifecycle state
Some Live API operations cannot modify or delete a stream while it is bound to an unfinished broadcast, or after particular properties have been set. When the API reason indicates an invalid state or restricted modification, check which stream or broadcast resource the request targets and its lifecycle state. The appropriate fix may be to choose the right resource or lifecycle action—not to rotate the encoder key.

Check media settings after the connection works
Bitrate, resolution, frame rate, and audio format matter when a stream is accepted but its health or media quality is poor. They do not, by themselves, explain an API authorization error. Once the connection is established, compare your settings with YouTube’s current encoder recommendations: the recommended bitrate varies by codec, resolution, and frame rate, and YouTube lists supported audio codecs including AAC and MP3.

FFmpeg cannot open the output
- Use the current stream’s ingestion address and matching key or stream name.
- Check that your encoder is using the field arrangement it expects, whether separate server/key fields or a combined URL.
- Inspect the full error to distinguish connection failure from a key rejection; do not treat every startup error as proof that the Raspberry Pi needs replacing.
RTMPS produces an SSL error or timeout
- Verify the URL uses
rtmpsand the correct YouTube ingestion server. - Check port 443, TLS support in the installed encoder build, and SNI for the server hostname.
- Do not rotate a key as the first response to a transport error; first establish that FFmpeg can make the required secure connection.
YouTube reports a 403 from an API call
- Read the API response’s specific error reason and identify the method and resource involved.
- For permission or eligibility reasons, check the API authorization and channel live-streaming eligibility.
- For a state-related reason, check whether the stream is bound to an unfinished broadcast or otherwise restricted from the requested operation.
The stream connects but reports poor health
After authentication and ingestion succeed, check codec, bitrate, resolution, frame rate, and audio against YouTube’s encoder recommendations. Change media settings to address health or format problems, not to treat an unrelated API 403.

What to include when asking for a specific diagnosis
A useful report includes the complete error and the stage where it appears, whether it is an API response or an encoder-ingestion failure, your Raspberry Pi model and operating system, the FFmpeg version and protocol support, and the command with the stream key redacted. Without those details, there is no established universal FFmpeg command for every Raspberry Pi OS release, input source, build, and YouTube stream configuration—and no evidence that a particular Pi model or board upgrade cures a 403.
