chcp 65001 changes the active Windows console code page; it does not make every Python stream, file, pipe, or receiving program use UTF-8. To find why text looks corrupt, first identify where Python sends it, then match the encoding used to write the data with the encoding used to read or display it.
Why changing the code page may not fix Python output
Text can pass through several separate encoding boundaries: Python may write to an interactive console, a redirected file, a pipe, or a text file opened by the program. Those destinations do not all follow the same rules. A mismatch between the bytes produced and the encoding expected by the next reader can make text appear garbled even when the console code page is UTF-8.
Windows consoles have separate input and output code pages. The chcp command changes the active console code page, not a universal encoding setting for all data on the computer. Microsoft also notes that programs already running when the code page changes—other than Cmd.exe—continue using the code page they started with. If Python was already running, changing the page afterward may not affect that process as expected. Microsoft’s console code-page documentation recommends Unicode rather than code pages for new and updated command-line applications.

Start by reproducing the problem and tracing the output destination. The same Python program can behave differently when run interactively, redirected, or connected to another tool.

- Redirected output: Standard output or error is sent to a file with shell redirection.
- Pipe: Python’s output is passed to another program, which must decode it correctly.
- Python-opened file: The program writes text through a file handle, whose encoding may be set explicitly or selected by a default.
These distinctions matter because Python’s Windows console handling is not the same as its handling of non-console streams. The precise behavior can depend on the Python version and whether legacy Windows standard I/O is enabled. The official Python on Windows documentation and documentation for sys describe these separate cases.
What Python uses for each output path

Use the fix that matches the destination
If text is wrong only on screen
Python’s standard Windows console handling uses UTF-8 by default. If the displayed text is still wrong, check the terminal or other application involved, and whether Python is using legacy Windows standard I/O. Changing chcp may help with console code-page compatibility, but it cannot correct a mismatch elsewhere in the path.

If redirected output or a pipe is wrong
Check what encoding Python’s non-console stream uses and what the receiving program expects. A pipe carries data to another program; that program must interpret the bytes using the same encoding Python used to produce them. The console code page alone does not set an encoding for a redirected file or make a downstream tool decode it correctly.
If a text file written by Python is wrong
Check how the file was opened and what encoding the reader expects. Python’s Windows documentation distinguishes the default text-file encoding from console I/O; a file’s encoding should not be inferred from the active console code page. When the file needs a particular encoding, make sure the writer and reader agree on it.

When to enable Python UTF-8 Mode
If your goal is to use UTF-8 defaults for Python text operations, Python documents two ways to enable UTF-8 Mode:
- For a specific invocation, start Python with
-X utf8. - For Python applications in an environment, set
PYTHONUTF8=1.
The Windows guide cautions that the environment variable affects Python 3.7 and later applications in that environment. A per-invocation option is more targeted when you do not want to change behavior for other Python programs launched there. UTF-8 Mode does not remove the need to check what encoding an external program expects.

Use the I/O environment variables carefully
PYTHONIOENCODING and PYTHONLEGACYWINDOWSSTDIO are targeted controls, not universal remedies. Python documents that PYTHONIOENCODING affects Windows console streams only when legacy Windows standard I/O is enabled. Before changing either variable, identify the stream involved and confirm that the setting addresses that specific path.
A practical diagnostic order
- Classify the destination. Determine whether the text goes to an interactive console, a redirected file, a pipe, or a file opened by Python.
- Check the Python version and console mode. For console output, account for Python’s UTF-8 console behavior and check whether legacy Windows standard I/O is in use.
- Compare writer and reader encodings. For files and pipes, determine what encoding Python uses and what encoding the receiving program expects.
- Use UTF-8 Mode only if it fits the goal. Choose
-X utf8for a targeted launch orPYTHONUTF8=1when the environment-wide effect is intended. - Re-check the actual output path. After a change, verify the same destination and reader that showed the problem; a console-only change does not validate file or pipe behavior.
The Python references here are for version 3.14.7; behavior and defaults should be checked against the version in use. Microsoft’s console code-page guidance was last updated in 2021, and its chcp documentation in 2023. The documentation explains the encoding boundaries, but it cannot identify which terminal, launcher, wrapper, or downstream reader is responsible in a particular setup.
