Those causes need different fixes; adding --no-sandbox is not the documented Windows remedy for the access-denied error.
First, check whether Puppeteer installed its browser
The puppeteer package normally downloads a compatible Chrome for Testing build and a separate chrome-headless-shell. If a package manager blocks dependency install scripts, that download may never happen, producing an error such as Could not find Chrome (ver. ...). The official manual installation command is:
npx puppeteer browsers installThen retry your script. Puppeteer’s default browser cache moved to ~/.cache/puppeteer starting with v19.0.0. If you are using puppeteer-core, a missing browser is expected unless you install or provide one yourself: that package does not download Chrome.
Puppeteer documentation version 25.12.0 estimates the Windows Chrome for Testing download at about 280 MB; the actual download size can vary. See the Puppeteer installation guide.

Match the launch error to its Windows fix
Chrome policy requires extensions
Puppeteer passes --disable-extensions by default. Some Windows Chrome policies enforce extensions, and that conflict can prevent launch. If your organization’s policy requires extensions, try the documented enableExtensions launch option:

Sandbox reports “Access is denied”
The Windows troubleshooting guide gives an example error ending in Sandbox cannot access executable. Check filesystem permissions are valid ... Access is denied. (0x5). Puppeteer v22.14.0 and later attempts to configure permissions for downloaded Chrome by running Chrome’s setup.exe during browser installation.

icacls "%USERPROFILE%/.cache/puppeteer/chrome" /grant *S-1-15-2-1:(OI)(CI)(RX)Run it in Command Prompt or PowerShell, and adjust the path if your browser cache is elsewhere. The guide notes that a more restrictive SID may be preferable in high-security environments. Do not treat disabling Chrome’s sandbox as the default fix for this Windows permissions error.
Verify Node.js, Windows, and browser selection
Puppeteer’s system requirements documentation, version 25.12.0, lists Node 22.12+ and Chrome for Testing on Windows x64. Windows needs tar.exe or PowerShell to unpack Chrome for Testing unless the optional yauzl dependency is installed. These requirements reflect that documentation version, accessed October 3, 2026, and may change in later releases. See Puppeteer system requirements.

Choose the package and browser setup that match your project:

Expose browser output before adding launch flags
When the cause is not obvious, ask Puppeteer to forward Chrome’s stdout and stderr to Node.js. A temporary visible launch can also reveal whether Chrome opens successfully outside headless mode:

The current LaunchOptions reference documents a 30-second default startup timeout; browser output can help distinguish executable resolution, permissions, policy conflicts, and a startup timeout instead of encouraging arbitrary flags.
Current Puppeteer documentation defaults to regular headless Chrome. The separate headless: 'shell' mode uses chrome-headless-shell, which does not completely match regular Chrome behavior. Compare modes if the page depends on browser features, or use headless: false to diagnose visibly. See the Puppeteer headless modes guide.

The networkidle2 navigation condition may wait longer or remain unsuitable for pages with persistent network activity; if navigation times out, inspect the page’s loading behavior and choose an appropriate wait condition.
