Punjab recorded more than 856,000 users of driving-licence services in September 2026, according to TechJuice, which described the total as the highest on record. The figure covers a mix of licence issuance and other services, so it should not be read as 856,000 newly licensed drivers. TechJuice also reported a 34% rise, but its published account does not specify the comparison period.
What Punjab’s reported September total includes
TechJuice’s report groups more than 856,000 people under licensing-service use. Its breakdown includes new learner and regular licences, renewals, recovered lost licences, international driving permits, and online activity. Those are different transactions; the aggregate is not a count of first-time drivers.
| Service or measure | Reported figure |
|---|---|
| Learner licences | More than 441,000, according to TechJuice. |
| Regular licences | More than 200,000, according to TechJuice. |
| Renewals | More than 217,000 learner, regular, or international licence renewals, according to TechJuice. |
| Recovered lost licences | More than 1,500, according to TechJuice. |
| International driving permits | More than 3,600, according to TechJuice. |
| Lahore issuance | More than 139,000 licences, according to TechJuice; this is a city figure, not an additional province-wide total. |
How to interpret the record and 34% increase
TechJuice calls the September volume a highest-ever record and reports a 34% increase. The report does not state the comparison period or explain the calculation behind that percentage. The record and increase should therefore be attributed to the outlet rather than treated as independently confirmed official statistics.
The published details also mix transaction counts and online service use. TechJuice says more than 280,000 people used online licensing services, a 168% increase, and that the e-driving licence app had more than 400,000 downloads. Downloads are not equivalent to unique users or completed licence applications, and the report does not specify the comparison basis for the online increase.

What official sources establish about Punjab’s licensing system
The Punjab Information Technology Board describes the Driving License Issuance Management System (DLIMS) as the province-wide platform for licence issuance, renewal, and upgrades. Its description says the system centralizes records and issuance and supports courier delivery, online tracking, and verification. PITB says DLIMS operates across all 36 districts; its page also gives system-wide totals of more than three million regular licences, 50,000 international licences, and over 7,000 daily entries, without a visible publication date. These figures describe the system page and should not be mistaken for September 2026 totals. See the PITB DLIMS overview.
Traffic Police Punjab’s licensing information likewise describes centralized issuance and says licence holders may renew from any district in Punjab.

On 12 June 2026, Punjab Police said that more than 3.962 million driving licences had been issued during 2026 to that point. That earlier year-to-date figure provides context for the scale of the service, but it neither verifies the later September monthly total nor establishes that September was a record. The June release is available from Punjab Police.
