PTO accrual is the result of applying a policy or law to eligible work hours across a defined period—not a fixed number that should simply reset in a spreadsheet. The most consequential calculation errors are counting the wrong hours, using the wrong accrual year, mishandling partial hours or update timing, and confusing annual accrual limits with balance caps.

There is no general federal rule requiring private employers to provide paid vacation, sick leave, or holidays. The applicable answer depends on state or local law, an employment agreement or collective bargaining agreement, and the employer’s written policy. The specific examples below concern paid sick leave under Executive Order 13706 for covered federal contractors; they are not a formula for every employer’s PTO.

First establish which rule governs the balance

The Fair Labor Standards Act does not require employers to provide time off for holidays, vacations, or sick leave, with or without pay, according to the U.S. Department of Labor’s FLSA Hours Worked Advisor. Whether an employee is entitled to a particular leave benefit can depend on state or local requirements, a contract or collective bargaining agreement, and the employer’s policy.

One federal rule provides a useful illustration of why the math needs more than a balance column. For employees covered by Executive Order 13706, a federal contractor generally must provide at least one hour of paid sick leave for every 30 hours worked on or in connection with covered contracts. That is a covered-contractor sick-leave rule, not a universal PTO accrual standard. Other applicable federal, state, local, or collective-bargaining requirements may provide greater rights.

Before calculating an individual balance, identify the worker’s location and classification, the leave category, and the policy or legal rule that applies. Do not assume that vacation, sick leave, and other PTO share the same accrual, carryover, or payout rules.

Four date-and-hours errors that can distort accrual

1. Counting hours that are not eligible

An accrual rate has meaning only when its hours base is defined. Under the covered-contractor rule, accrual is tied to qualifying hours worked on or in connection with covered contracts. The Department of Labor FAQ uses FLSA hours-worked principles and excludes time in paid-time-off status from this calculation. An employee who divides time between covered and non-covered work cannot automatically apply the covered-contract rate to every hour on the payroll.

Keep the eligible-hours definition beside the rate in the policy and calculation record. If the rule applies only to certain work, the input must identify that work rather than treating total paid hours as interchangeable with qualifying hours.

2. Resetting the ledger on an arbitrary date

An accrual year is a defined 12-month period, not necessarily the calendar year. For covered federal contractors, the rule allows a fixed start date, which must be applied consistently to similarly situated employees and cannot be manipulated to avoid the requirements. Depending on the governing policy or law, a year may begin on a calendar date, an employee’s anniversary, or another permitted fixed date.

Record the chosen start and end dates explicitly. A spreadsheet that silently resets on January 1 can misstate accrual if the governing accrual year starts on a different date.

3. Dropping remaining hours or calculating too infrequently

For covered contractors, accrual must be calculated at least as often as the shorter of the pay period or month. The Department of Labor FAQ explains that remaining qualifying hours carry forward toward the next full accrual increment: at 40 qualifying hours, 30 hours earn one leave hour and the remaining 10 count toward the next hour. The rule does not require granting a fraction of a leave hour for every partial 30-hour block.

A method that rounds down or clears a remainder at each payroll close can discard qualifying time. The record needs to preserve the remainder between calculations, even when the displayed balance is expressed only in whole leave hours.

4. Treating annual accrual and available balance as one cap

Under the covered-contractor rule, unused accrued leave carries over. A contractor may limit annual accrual to 56 hours and generally may limit the available balance to 56 hours. These are different controls: carried-over leave does not reduce the next year’s annual accrual allowance, but it can occupy space under an available-balance cap until the employee uses leave.

Track at least the current year’s accrual, carryover, leave used, and available balance as distinct quantities. Resetting one balance column at the start of the year can erase carryover or confuse an annual accrual limit with a balance ceiling.

Frontloading changes when leave appears

For covered contractors, frontloading is an alternative to tracking incremental accrual over the year: the contractor may provide at least 56 hours at the beginning of the accrual year. For an employee who starts later, the rule permits proration based on the number of pay periods remaining in that year. The calculation therefore depends on the start date and the defined accrual year, not just the employee’s annual entitlement.

Frontloaded leave has distinct treatment from a running accrual ledger. A record should identify that leave was frontloaded and apply the governing rule’s treatment of later hires and balance limits rather than mixing it into an incremental-accrual formula.

Make the employee-facing record match the rule

For covered contractors, written notice must identify accrued, unused paid sick leave separately from other PTO and be provided at least as often as the shorter of each pay period or each month. The Department of Labor says an online system can meet the notice requirement when it provides written or electronic information that clearly shows the relevant balance.

A useful record should make the inputs and outputs auditable:

  • The leave category and rule or policy being applied.
  • The accrual-year start date and calculation interval.
  • Eligible hours, earned leave, and any remaining-hours fraction.
  • Current-year accrual, carryover, leave used, applicable caps, and available balance.
  • A separate, clearly labeled balance for each leave category that must be tracked separately.

These fields are especially important when payroll periods, hire dates, or contract assignments do not align with the accrual year. They also help an employee understand why a displayed balance differs from a simple annual-hours estimate.

Which calculation method fits?

The right setup depends on the applicable rule and policy; the covered-contractor examples do not establish one best method for all employers. Compare methods by checking what hours qualify, the permitted year start, whether leave accrues incrementally or is frontloaded, how often the calculation runs, how remainders are handled, and how carryover and caps are represented.

For a covered federal contractor, the Department of Labor’s Executive Order 13706 paid sick leave FAQ describes the qualifying-hours rate, accrual-year rules, calculation frequency, carryover, caps, frontloading, and employee notice. For other workplaces, consult the controlling law and policy rather than importing those figures or rules.
