Pakistan’s telecom regulator, the Pakistan Telecommunication Authority (PTA), was reported in April 2025 to have begun licensing VPN service providers under its Class License for the Provision of Data Services. The reports name two companies and report a total of three license grants, but they do not establish a complete, current official provider list—or settle whether individuals may use VPNs in every circumstance.
What PTA was reported to have approved
On April 18, 2025, BOL News reported that PTA had begun licensing VPN service providers under the Class License for the Provision of Data Services in Pakistan and had granted licenses to three companies. The retrieved report text did not name all three. BOL News’ report also reproduced a statement it attributed to a PTA press statement: “All VPN service providers operating without a license are advised to promptly obtain the required Class License to ensure compliance with the existing regulatory framework.” The original PTA statement was not available in the reviewed material, so that wording is attributed here to BOL News, not quoted from a directly reviewed PTA release.
Separately, TechJuice reported that PTA approved applications from Zettabyte and Alpha 3 Cubic under the same class license, allowing them to operate as VPN service providers. TechJuice’s report names those two companies, but does not establish that they are the complete list or provide a confirmed publication date in the material reviewed.

Which VPN providers are licensed?
The reports do not establish a complete current roster. BOL News reports three license grants without naming all recipients, while TechJuice names Zettabyte and Alpha 3 Cubic. The available information does not show whether these accounts describe the same approval batch, separate updates, or the present validity of any license. It would be inaccurate to combine them into a verified list of three or to treat the two named companies as the only licensees.

No current official PTA list or independently verified provider count is established by these reports. To confirm a provider’s status for a current business decision, seek confirmation from PTA or the provider and check the relevant license record; the reports alone do not verify present validity.
Does this mean VPNs are legal for individuals to use in Pakistan?
Not by itself. The announcement coverage concerns licensing companies that provide VPN services. It does not explain the complete legal position for individual users, establish that every VPN service is licensed, or say that users must register personally. Provider licensing and an individual’s use of a VPN are distinct questions, and the cited reports do not answer the latter comprehensively.

What the telecom cybersecurity framework does—and does not—show
PTA’s National Cyber Security Framework for Telecom, dated July 7, 2022, sets out general controls and evidence expectations for telecom licensees. It says PTA directives, notifications, standard operating procedures and orders are binding and applicable to licensees. PTA’s NT CERT describes PTA as Pakistan’s telecom regulator and NT CERT as an initiative to safeguard security interests in the telecom sector.
This framework is general regulatory context, not the VPN class license itself. The available reporting does not provide the specific terms attached to the VPN approvals. It therefore does not establish VPN-specific requirements for privacy, data retention, monitoring, lawful access, or uninterrupted service. A license should not be read as a guarantee of anonymity, access, or exemption from restrictions.

What remains unconfirmed
- The full, current list of VPN service providers holding the class license.
- Whether the named companies’ licenses remain valid and active.
- The precise conditions attached to the VPN licenses.
- The complete rules governing individual VPN use in Pakistan.
For now, the defensible conclusion is limited: contemporaneous reports say PTA began licensing VPN service providers under the data-services class license, with BOL News reporting three grants and TechJuice naming Zettabyte and Alpha 3 Cubic. Those reports do not establish a current official roster or resolve the separate question of individual VPN use.
