A proof of concept (PoC) is a limited test of a specific claim about whether an idea, product, process, or service is feasible. It is designed to answer a defined question—not to deliver a finished solution. Before testing, decide what must be proven, how you will test it, and what evidence will count as success.

What does proof of concept mean?

A proof of concept tests whether a particular idea or capability can work under stated conditions. The claim might be that software can connect to a required service, that a process can meet a requirement, or that a proposed product can perform a key function.

The UK Cabinet Office describes a PoC as “usually a theoretical demonstration of a product, process or service in order to determine whether it can be turned into reality” in section 4.2.1 of its Testing and Piloting Services: Guidance Note. In practice, a PoC may involve an experiment or technical demonstration rather than theory alone.

The important part is its bounded purpose. NASA’s glossary says a PoC “should clearly state what it is to be proven and to what degree” (NPR 7120.7A, Appendix A). A useful PoC therefore states the uncertainty it addresses, the conditions of the test, and the evidence threshold in advance.

How is a PoC different from a prototype, pilot, or production system?

Organizations do not always use these terms identically. Distinguish the activities by the question each is intended to answer rather than treating them as fixed steps every project must follow.

Activity What it tests Typical form and setting Decision it supports
Proof of concept Whether a defined feasibility claim can be demonstrated. A limited analytical or experimental demonstration, often in a test environment. Whether the idea warrants further development or investigation.
Prototype How an implementation, design, or performance might work. An experimental artifact or early version; it may be incomplete and need not have final-system properties. What to change or evaluate in the proposed implementation.
Pilot Whether a limited solution can operate in context. A bounded deployment in a real operational environment with a subset of functions or users. Whether the approach works operationally and what feedback or changes are needed.
Production Whether the complete system is ready for its intended ongoing use. A fully documented and tested system with full functionality and associated training, as described in the DOJ lifecycle guidance. Whether the system can be used as the operational solution.

The distinctions align with the lifecycle terms in the U.S. Department of Justice’s Records Management Guidance. A PoC is not a substitute for a pilot: UK Cabinet Office guidance says it may come before a pilot, but the pilot addresses operation in a real setting.

How do you plan a useful proof of concept?

  1. Write the decision question. State what uncertainty the test should resolve, which assumptions matter, and what decision will follow from the result.
  2. Set a bounded scope. Specify the capability, requirement, process, and environment included. Record what is excluded so the exercise does not quietly turn into an unplanned build.
  3. Choose the test method and data. Decide whether the question calls for a sandbox, sample data, synthetic data, or production data, and apply suitable safeguards. Microsoft’s Power BI implementation-planning guidance treats data choice and a distinct sandbox as relevant planning considerations for its domain.
  4. Define success criteria before running the test. Set observable measures and thresholds tied to the decision question, and involve the stakeholders who will use the result. The U.S. National Archives recommends defining a pilot’s purpose, goals, objectives, scope, metrics, and success criteria in its prototype and pilot guidance.
  5. Run the test and record evidence. Capture what happened, the conditions, limitations, and which assumptions held or failed. The National Archives guidance also calls for validating requirements and performance expectations.
  6. Choose the next action. Stop, revise the concept, investigate an unresolved issue, or proceed to further development, a prototype, or a pilot. Treat the outcome as evidence for the stated question, not as a general readiness approval.

For example, “the demo looked good” is not a meaningful success threshold. A stronger criterion states the required behavior, the conditions in which it must work, and the acceptable result. That makes it possible to compare the evidence with the decision the PoC was meant to support.

What can a successful PoC establish?

A successful PoC can show that the specified capability is feasible under the conditions tested. It can also expose risks or assumptions that need more investigation. Its conclusion is limited by its scope, environment, data, method, and success criteria.

Unless the PoC explicitly tests them using appropriate methods, it does not establish that a solution is usable, secure, accessible, maintainable, compliant, economical, or viable at scale. A limited technical demonstration, for example, does not by itself show that a system will work reliably for an organization’s full user base or operating workload. A pilot is often needed to examine operational feasibility.

If the decision depends on economic value as well as functional feasibility, assess that question explicitly. The UK Cabinet Office guidance describes a possible “Proof of Value” exercise for evaluating the economic case alongside functional requirements; a technical PoC alone does not answer that broader question.

How do you know whether a PoC succeeded?

Compare the recorded evidence with the criteria agreed before testing. The PoC succeeded for its stated purpose if the required result met the defined threshold under the stated conditions. If it missed the threshold, that is still useful evidence: it may show that an assumption was wrong, that the concept needs revision, or that the test needs a different method.

  • Check that the tested capability matches the original question.
  • Confirm the test conditions and data were appropriate to that question.
  • Record results against each criterion, including failures and limitations.
  • Make the next decision at the same scope as the evidence; do not infer readiness for uses or conditions that were not tested.
