Our verdict on TARGET Instant Payment Settlement (TIPS)
TARGET Instant Payment Settlement (TIPS) is the Eurosystem platform for settling instant payments in central bank money. It is aimed at regulated payment service providers, automated clearing houses and clearing infrastructures that need final, irrevocable settlement around the clock. TIPS operates 24/7/365, supports pan-European reachability for SCT Inst participants and provides application-to-application or user-to-application access through API and web channels. It is settlement infrastructure rather than a consumer-facing payments application.
The published pricing model is paid and starts at €0.002 per transaction. Under the Instant payment transaction plan, the settlement fee is shared equally between originator and beneficiary participants. PSP TIPS DCA uses a fixed monthly fee for each TIPS dedicated cash account, while ACH TIPS ASTA uses a fixed monthly fee for each ancillary system technical account. The Authorised BIC plan applies a monthly fee for each additional BIC authorised to settle instant payments. This structure suits institutions budgeting for transaction flow, dedicated liquidity accounts and participation administration rather than users seeking a simple software subscription.
TIPS connects with TARGET Services and supports ISO 20022 XML, SCT Inst and NCT Inst messaging. Settlement processing is under 100 milliseconds, with capacity of up to 2,000 transactions per second, and liquidity can be shared with TARGET Services. Participants can also use Mobile Proxy Lookup, queries, reports and reference-data management. Multi-currency settlement covers euro, Swedish krona and Danish krone.
