Our verdict on Philter
Philter is open-source redaction software for removing personally identifiable information and protected health information from documents and text. It is designed for teams in healthcare, finance, legal, government, and AI workloads that need configurable controls over sensitive data. Deployment options include a Windows desktop application, a self-hosted REST API, and an Apache 2.0-licensed toolkit for customer-managed environments, including air-gapped setups.
Its strongest fit is teams that need more than basic masking. Philter supports pattern- and model-based detection, custom entity types, and configurable policies. Redaction strategies include masking, encryption, replacement, and removal, while the software can also remove Office metadata, comments, tracked changes, and hidden text. On-device OCR supports scanned PDFs through the desktop application. Batch folder processing, command-line workflows, API access, a Java SDK, and OpenAPI support give the product a broad path from individual document work to data pipelines. Audit logging for API workflows uses tamper-evident, hash-chained logs with CSV export.
The plans separate offline desktop work from cloud and self-hosted workflows. Personal and evaluation use includes on-device redaction and offline operation. Philter Desktop Commercial is priced at $100 per user per year and adds direct support, official updates, and maintenance releases for offline Windows redaction. The Philter API is billed at $0.49 per hour and runs in the customer’s VPC, with one-click deployment through AWS, Google Cloud, and Microsoft Azure marketplaces. The free open-source toolkit is self-hosted, has no license keys or usage caps, and uses the Apache 2.0 license.
