Packer is an open-source command-line tool for creating identical machine images across multiple platforms from a single source template. It is aimed at teams building repeatable images for cloud and private datacenter environments, including golden images that install and configure software consistently. Packer runs locally or in customer-managed build environments and supports Windows, macOS, and Linux. Its HCL2 and legacy JSON templates provide a common way to define image workflows across different targets.

Its main strength is breadth within image creation. Pluggable builders support Amazon Web Services, Microsoft Azure, Google Cloud Platform, Docker, VMware, VirtualBox, file targets, and custom targets. Built-in and third-party provisioners can install and configure images, while data sources and post-processors extend the workflow. Multiple builds can run in parallel, and custom plugins provide another route for adding functionality. Terraform integration also helps it fit into broader infrastructure workflows, although Packer's central job remains producing images rather than provisioning infrastructure.

The core Packer CLI is customer-managed and open source. HCP Packer adds a managed registry for publishing artifact metadata and tracking artifact ancestry, channels, and revocation status; its published editions include Essentials and paid Standard. Teams that need image lifecycle visibility alongside repeatable builds may find that separation useful. Packer is a good fit when machine image creation, multi-platform targets, and self-hosted execution are priorities. Teams seeking a broader infrastructure provisioning tool, or a primarily visual image-building experience, should consider an alternative focused on those needs.

Packer pros and cons

  • Where it wins
    • Single templates target cloud, virtualization, containers, files, and custom builds
    • HCL2 or JSON templates with parallel builds and extensible plugins
    • Artifact ancestry, channels, and revocation tracking through HCP Packer
  • Where it doesn't
    • Its core focus is image creation rather than infrastructure provisioning
    • HCP Packer is a separate managed registry service from the core CLI
    • Command-line workflows may not suit teams seeking a visual image-building interface
