Oracle Cloud Infrastructure Identity and Access Management review
A low-cost IAM option for OCI access, external users, and connected applications.

Oracle Cloud Infrastructure Identity and Access Management (OCI IAM) is a cloud-native identity and access service for Oracle Cloud resources and applications. It is designed for organizations managing workforce, Oracle application, consumer, and custom application identities across cloud, on-premises, and hybrid environments. Identity domains separate user populations and security configurations, while user, group, role, compartment, and policy management control access across OCI.
Pricing is structured around a free option and three paid domains. The Free plan provides a default identity domain for managing access to Oracle infrastructure and platform resources. External User costs $0.0209696 per user per month for external users, consumer-facing applications, and custom application development. Oracle Apps Premium costs $0.32765 per user per month for hybrid IAM scenarios involving Oracle applications. Premium costs $4.19392 per user per month and provides the full IAM feature set for employee and workforce use cases. This makes the External User plan the low-cost fit for application-facing identities, while workforce requirements map to the higher-priced Premium tier.
OCI IAM’s strongest technical scope is its combination of standards-based access and identity administration. It supports single sign-on and federation for cloud and on-premises applications, with OpenID Connect, SAML 2.0, OAuth 2.0, SCIM 2.0, and RADIUS listed among its protocols. MFA options include email, Duo Security, FIDO, mobile app passcodes, SMS or phone calls, and mobile app notifications. Adaptive security uses user risk profiles and policies, while lifecycle management supports account deprovisioning. SCIM provisioning, Microsoft Active Directory synchronization through an AD Bridge, and REST APIs extend its fit across connected environments. Choose OCI IAM when Oracle Cloud alignment and low external-user pricing matter; organizations seeking a workforce-focused plan at a lower price should consider the plan structure carefully.
