Our verdict on OpenProcurement
OpenProcurement is an open-source e-procurement toolkit for public authorities and private entities building custom procurement platforms. It combines a Business Process Management engine, central database, API, auction module, electronic procurement documents, tender data storage, and supplier access through eMalls. Its intended users are organizations that need control over platform design, procurement data, and auction workflows rather than teams looking for a ready-to-use subscription application.
Its strongest fit is an ecosystem built around open data and connected procurement frontends. eMalls interact with the toolkit through its API, suppliers access auctions through those platforms, and procurement data can be synchronized across eMalls. The Open Contracting Data Standard-based structure supports open procurement data and reporting, while the API provides a foundation for integrating a separate frontend. This makes OpenProcurement relevant for public-sector programs, private entities, and technology teams designing interoperable procurement infrastructure.
The auction module is more specific than the broader label of procurement software may suggest. It supports reverse auctions with three bidding rounds, along with English, reverse, multivariable, and insider auction types. The toolkit also supports tender publication, bid registration, electronic procurement documents, and tender-data storage. However, it is not positioned as a full procurement suite: purchase orders, requisitions, catalogs, configurable approvals, approval-level limits, supplier portals, and supplier-management capabilities are not verified. Choose OpenProcurement when an open-source foundation, auction capability, API access, and open reporting matter most. Choose a broader procurement application when ready-made purchasing and approval workflows are central requirements.
