MELR is a web platform for NGOs, ministries, agencies and donors managing monitoring, evaluation, reporting and learning across projects and programmes. Its scope runs from logical frameworks, theories of change, milestones, budgets and risks to indicators, baselines, field data collection, dashboards, donor reporting and audits. Multi-organisation administration, roles, permissions and notifications also support programmes involving several teams or entities. The platform supports French, English and Spanish and is offered by REFT Africa, founded in 2004.

MELR’s strongest fit is for organizations that need structured outcome tracking rather than a standalone survey or reporting tool. Indicator catalogues, disaggregation, target planning and multi-site data entry support ongoing programme measurement, while no-code forms add GPS, photos, signatures and offline field collection. Evaluation modules cover OECD-DAC, Kirkpatrick, Phillips ROI and PEFA frameworks. Real-time dashboards and multi-project portfolio views bring programme information together, and donor-format exports to Word, Excel and PDF help turn collected data into reporting outputs.

The platform also offers a choice between cloud and self-hosted deployment. Cloud subscriptions include hosting, backups, updates and basic support; self-hosted licenses run on the organisation’s infrastructure, with optional support and maintenance. Paid pricing is quote-based, with monthly or annual cloud subscriptions and annual or perpetual self-hosted licenses. A free discovery plan provides access to a demonstration environment with no commitment and requires email confirmation. MELR should suit organizations needing comprehensive MEL, evaluations and portfolio administration. Teams seeking only simple forms or lightweight project tracking may find its breadth unnecessary.
