Master Packager Suite is a Windows desktop toolkit for IT professionals, application packagers, managed service providers, and enterprise teams. It combines Master Packager, Master Repackager, Master Wrapper, and Master Packager Toolbox for creating, editing, analyzing, and deploying application packages. Core workflows include MSI and MST customization, EXE conversion to MSI or MSIX, PSAppDeployToolkit wrappers, system-change snapshots, silent installation packages, and conversion to the .intunewin format. It targets Windows 10 and Windows 11 64-bit environments.

The Community plan is free and includes the MSI Table Editor, MSI Advanced Editor, templates, basic predefined custom actions, a basic Master Wrapper for PSADT, and a system changes viewer. The Pro plan costs $1,199 per user per year with annual billing and adds Master Packager pro features, Master Wrapper pro features, EXE-to-MSI and MSIX conversion, Master Packager Toolbox, and offline operation. The Service Provider plan costs $1,399 per user per year and adds packaging services for third parties. A 30-day trial is also available.

Its strongest fit is a Windows deployment team that needs packaging and Intune workflows in one toolkit. Microsoft Intune and Patch My PC integrations support package uploads, while Microsoft Graph API, PSAppDeployToolkit, mrp.exe, and MasterWrapper.exe extend deployment and automation workflows. The Community plan can suit teams focused on MSI editing and basic wrapping, while Pro is the more relevant choice for repackaging and offline work. Teams seeking cross-platform packaging should choose another product, and teams requiring EXE conversion will need a paid tier.
