Huawei Cloud Resource Formation Service (RFS) is a managed infrastructure-as-code service for teams provisioning and managing Huawei Cloud resources. It supports Terraform providers and HCL templates, with stacks for creating, updating, deploying, and deleting infrastructure. Web and API access support both interactive workflows and automation, while batch deployment helps coordinate multiple Huawei Cloud resources. It is a strong fit for Huawei Cloud infrastructure teams that want managed execution and state without a recurring RFS charge.

Planning and lifecycle controls are central to the service. Execution plans show configuration differences before deployment, while drift detection identifies resource deviations and supports reconciliation. Teams can import existing resources through template import syntax, generate templates with a visual designer, and use rollback, resource status queries, and operation traces during deployment management. These features make RFS suitable for teams standardizing infrastructure changes across established Huawei Cloud environments as well as new stacks.

Governance and scale add further value for larger Huawei Cloud operations. Pre-deployment policy validation uses Rego and OPA, and stack sets support deployment across accounts and regions. The main boundary is cloud coverage: RFS is focused on Huawei Cloud rather than a multi-cloud control plane, and execution cannot be self-hosted. RFS should suit organizations committed to Huawei Cloud that need Terraform-compatible workflows, managed state, policy checks, and lifecycle visibility. Teams requiring execution outside the service or broad support across cloud providers should choose a platform with those capabilities.

    • OPA/Rego validation plus multi-account and regional stack sets
  • Where it doesn't
    • Supports Huawei Cloud rather than multiple cloud providers
    • Self-hosted execution is unavailable
    • Deployed resources incur separate Huawei Cloud service charges
