Our verdict on Case Information System (CIS)

Case Information System (CIS) manages case information for India's District and High Courts. Developed under the e-Committee of the Supreme Court of India, with NIC involvement in development and customization, it supports court workflows and makes selected information available to litigants, advocates and the public through eCourts services. Its public-facing lookup is useful to people tracking a case, while court staff and institutions are the primary fit for the broader case-management system.

Public access is the clearest strength. Users can search by CNR number, registration number, party name or advocate name, and view case status, progress, hearing dates, orders and case history. CIS also integrates with the National Judicial Data Grid. The project policy specifies court-to-court case data transfer and integration, and describes district and taluka CIS as browser-based. Web, Android and iOS access gives the public multiple ways to reach case information; the public access features are not evidence of an e-filing or payment workflow.

CIS is not presented as a conventional subscription product: its pricing model is free, and the project policy says court software adopted through eCourts should carry no licensing or subscription charges. At the same time, it is implemented within the court system, with deployment on court-provisioned hardware rather than a standard self-service commercial rollout. The policy discusses cloud compatibility, but also says core CIS code is not distributed in source form. Functionality and customization can vary by court. Courts seeking public case lookup and court-centered case management should consider CIS; organizations looking for a commercial hosted system or confirmed filing and payment capabilities should look elsewhere.
