Our verdict on Bullhorn

Bullhorn is a cloud-based applicant tracking and customer relationship management platform for staffing and recruitment agencies. It brings candidate, job, client, and communication records into one system, covering sourcing, applications, interviews, and placements. Core capabilities include resume parsing, structured candidate records, career portals, corporate website publishing, job distribution, candidate search and matching, interview scheduling, reporting, customizable dashboards, and mobile record access and editing. Its positioning fits established staffing agencies that need mobile access alongside recruiting operations rather than organizations seeking a lightweight hiring tool.

Pricing scales by plan and capability. Bullhorn Starter costs $99 per user per month with monthly billing and includes applicant tracking, resume parsing, candidate management, a career portal, job posting, email and calendar sync, and mass mailing. Bullhorn Core costs $165 per user per month and adds the app marketplace, custom fields and workflows, LinkedIn integrations, and the Bullhorn email sidebar. Pro includes everything in Core plus recruitment CRM, AI search and matching, AI data enrichment, process automation, and AI resume formatting. Max adds omni-channel candidate engagement, agentic screening and matching, multi-step AI outreach, and a website chatbot. Pro and Max use custom pricing, and there is no free plan or free trial.

The platform’s strongest fit comes from its staffing-specific breadth and ecosystem. Integrations include Gmail, Microsoft Outlook, LinkedIn Recruiter, LinkedIn Apply Connect, Indeed, Jobcast, Bullhorn Marketplace, and an API. Workflow automation supports candidate updates, scheduling, approvals, and sourcing, while mobile apps extend access beyond the web platform. The trade-off is cost: the paid entry point may be difficult for smaller teams, particularly when they do not need CRM depth, AI features, or staffing-focused workflows. Agencies with complex recruiting operations and mobile requirements should consider Bullhorn; smaller employers or teams seeking a low-cost ATS should look elsewhere.
