Azure Test Plans is a browser-based test management service for software development teams, with support for manual test planning, exploratory testing, user acceptance testing, automated test execution, traceability, and reporting. It is designed for organizations that need structured manual testing and a shared record of test cases, runs, requirements, and outcomes. The service is available through Azure DevOps Services and Azure DevOps Server, with full Test Plans capabilities available through Basic + Test Plans access or an eligible Visual Studio subscription.

The published plan structure is straightforward: Basic + Test Plans costs $52 per user per month with monthly billing, and a 30-day free trial is available. That plan includes test planning, tracking, and execution; browser-based tests with annotation; rich-client test execution; user acceptance testing; and centralized reporting. Its feature depth is concentrated in test management rather than general CI operations. Teams can author test cases with steps and expected outcomes, run them in the browser-based Test Runner, capture diagnostic data, and associate automated tests with test case work items.

Azure Test Plans fits teams already working with Azure Pipelines, Azure Repos, GitHub repositories, or REST APIs. Automated tests can run from test plans or configured CI/CD pipelines, while requirements traceability, test-run analytics, and reports help connect testing activity to delivery work. However, it should not be chosen as a standalone continuous-integration execution service: CI-specific runner, concurrency, build-minute, pull-request-check, pipeline-configuration, and caching capabilities are outside its core focus. Choose it for manual and exploratory test management with CI/CD connections; choose another product when pipeline execution is the primary requirement.
