Azure Managed HSM is a fully managed, single-tenant cloud service for safeguarding cryptographic keys. It is designed for organizations running Azure workloads that require dedicated HSM protection, customer-managed encryption, controlled key access, and integration with Azure management and monitoring services. The service supports both web and API access, with capabilities for key generation, import, backup, restore, cryptographic operations, and secure key release for authorized confidential-computing workloads.

The published plan structure lists Standard B1, which includes a managed HSM pool. Azure Managed HSM is a paid service and does not include a free plan. Its core value is the managed operational model: Microsoft handles HSM provisioning, configuration, patching, and maintenance, while the service provides single-tenant clusters with customer-specific security domains. Security controls include FIPS 140-3 Level 3 validated HSM protection, local role-based access control with per-key permissions, private endpoints for virtual-network connectivity, and audit logging. Organizations can also import HSM-protected keys from on-premises HSMs and apply automated or on-demand rotation policies.

Azure Managed HSM fits teams that already depend on Azure services such as Azure Storage, Azure SQL, Azure Information Protection, Customer Key for Microsoft 365, Azure Monitor, Azure Log Analytics, and Microsoft Sentinel. That ecosystem alignment supports monitoring, logging, and customer-managed key scenarios without moving key operations outside Azure's management interfaces and APIs. It is a strong choice when dedicated HSM boundaries and formalized access controls matter. Organizations seeking a simpler key vault for less demanding workloads, or a deployment model outside the cloud, should consider an alternative focused on broader platform coverage or lighter operational requirements.

Azure Managed HSM pros and cons

  • Where it wins
    • FIPS 140-3 Level 3 validated, single-tenant HSM clusters
    • Automated and on-demand key rotation with backup and restore
    • Private endpoints, audit logging, and Azure Monitor integration
  • Where it doesn't
    • Paid service with one listed Standard B1 plan
    • Cloud deployment is centered on the Azure ecosystem
    • Dedicated HSM architecture may exceed simpler key-management needs
