Alibaba Cloud Resource Orchestration Service (ROS) is a managed infrastructure-as-code service for developers and administrators who need repeatable cloud environments. It uses JSON or YAML templates to provision resources as stacks, then supports stack creation, updating, deletion, and querying through its web interface or API. Its strongest fit is Alibaba Cloud, while its hosted Terraform service extends orchestration to Alibaba Cloud, Amazon Web Services, and Microsoft Azure.
The service’s main strength is lifecycle control around infrastructure changes. Change sets let teams preview and apply updates, while drift detection highlights differences between declared and deployed resources. ROS can also import existing resources, estimate resource prices, and coordinate multi-account and cross-region deployments. Stack policies and compliance prechecks add governance, with Alibaba Cloud RAM providing access control and ActionTrail supporting auditing. These capabilities make ROS a practical choice for teams that want managed state and policy-oriented controls without operating their own orchestration service.
ROS is free, including hosted Terraform management at no additional charge, but resources provisioned through it are billed separately. Terraform support covers a subset of ROS features and resources, so teams should assess whether their workflows depend on the broader template and stack feature set. The service is a strong pick for Alibaba Cloud-centered infrastructure teams and selected multi-cloud deployments that value managed execution, imports, drift detection, and governance. It is less suitable for organizations that require self-hosted execution or complete parity between Terraform workflows and ROS capabilities.

- Change sets, drift detection, imports, and price estimation support safer updates
- Multi-account and cross-region deployment with RAM and ActionTrail controls
- Where it doesn't
- Terraform support covers only a subset of ROS features and resources
- Provisioned cloud resources are billed separately from the free ROS service
- No self-hosted execution option for teams requiring local runs
