Plane is the open-source choice here only if you mean its Community Edition: Plane documents Community under the AGPL v3.0 license. Its paid Commercial and Airgapped editions are closed-source. Jira and Linear do not meet that specific open-source criterion in the comparison documented here, but either may still fit better if its workflows, integrations, deployment model, or plan limits suit your team.
What “open source” means in this comparison
Plane is not open source in every edition. Plane’s official edition documentation identifies Community as the AGPL v3.0 edition and says its feature availability is at par with Plane Cloud Free. Commercial and Airgapped are paid, closed-source editions. State the edition whenever you describe Plane as open source.
That makes Plane Community the direct choice if an AGPL-licensed project-management core is a firm requirement. It does not by itself make Plane the best overall project-management tool: the license, deployment, workflows, integrations, operating effort, and migration requirements all matter.

When Plane is the better fit
Choose Community when the license and control are the deciding requirements
Plane Community is the clearest fit when your organization needs an AGPL v3.0 project-management core it can inspect and self-host. Plane says Community has feature availability at par with Cloud Free, but self-hosting means your team must account for infrastructure and ongoing operation. “No stated seat limit” in the cited edition documentation should not be read as “no operating cost” or as a promise that every deployment has identical terms.

Separate the paid editions from the open-source case
Plane Commercial offers cloud feature parity and can be self-hosted; Airgapped is a Commercial edition intended for isolated environments. Both are closed-source, and Plane’s editions use distinct release cycles, so feature timing can differ between deployments. Plane’s pricing page describes its free tier and paid plans, but verify current inclusions directly before making a budget decision.
Plane announced in April 2026 new-purchase minimums of 10 seats for self-hosted Commercial and 100 seats for Airgapped, with a planned start date of April 24. A Plane update on April 28 said the change had been delayed. Those notices establish that the policy was proposed and delayed, not whether it is currently in force or what exceptions apply; confirm directly with Plane before procurement.

When Jira is worth keeping in the comparison
Jira deserves serious consideration when your organization already depends on its configured workflows, administration, integrations, or Jira-specific apps. The practical question is not whether Jira is universally more capable, but how much of your current setup is essential and what it would take to reproduce it elsewhere.
Before estimating a move, inventory issue types, permissions, automation, reporting, integrations, apps, attachments, and historical data. Plane advertises migration tooling, but that does not establish that every field or data relationship in your Jira instance will transfer faithfully. Test a representative migration and check what must be rebuilt or replaced.

For Jira Data Center, distinguish the needs of existing customers from those of new buyers and consult Atlassian’s current Data Center end-of-life policy. Applicable dates and exceptions can depend on customer circumstances; do not base a migration decision on an unverified summary or a general deadline.
When Linear is worth considering
Check the Free plan against your actual usage
Linear’s 2026 pricing page lists Free with two teams and 250 issues. Those finite limits make the plan unsuitable to describe as unlimited. If your team may exceed either limit, compare the current paid-plan terms and features on Linear’s pricing page rather than assuming a particular upgrade will cover your needs.

Decide whether its cycle model matches your planning
Linear defines cycles as time-boxed periods in which a team works on a predefined set of work. Its documentation also says cycles are not tied to releases. That is useful if you want a sprint-like planning cadence without treating each cycle as a release, but it is a workflow detail—not proof that Linear is better than Jira or Plane.

- Set the non-negotiables. Record whether you require an open-source license, customer-operated hosting, an isolated network, particular access controls, or specific integrations.
- Map the existing workflow. List the issue types, permissions, automation, reporting, apps, and planning practices people rely on today. Mark which are essential and which can change.
- Compare complete operating costs. Include the applicable plan and seat terms, add-ons, support, infrastructure, and the staff time needed to run a self-hosted deployment. Check vendor pricing pages close to purchase because limits and packaging change.
- Run a small proof of concept. Use representative projects and data. Check migration coverage and fidelity, then test the workflows and integrations that would be hardest to replace.
- Verify lifecycle and contract details. For Jira Data Center, check Atlassian’s current policy for your customer status. For Plane self-hosted Commercial or Airgapped purchases, confirm the current minimums and any exceptions with Plane.
