There is no evidence-based overall winner among Pinwheel, Ring Ring, Tin Can and Waffle: they serve different needs, and the available information does not establish a hands-on test of all four. For a managed smartphone, Pinwheel is the clearest fit; for home voice calls, consider Ring Ring or Waffle Home; for a portable device with GPS, Waffle Go is the match. Tin Can is a screen-free calling option, but its current plan details are not confirmed by a first-party source here.

Which phone is best for your kid?

Choose by where your child needs to call, whom they need to reach and whether you want a screen and apps in the mix. These products are not direct substitutes: Pinwheel is a managed smartphone service, Ring Ring and Waffle Home are home-oriented Wi-Fi devices, Waffle Go adds mobile connectivity and GPS, and Tin Can is described as a screen-free voice phone.

Need Closest fit Why
A managed smartphone with selected apps Pinwheel Caregiver controls include contacts, texts, schedules, location features and a curated app library, according to Pinwheel.
Voice calling from home without a smartphone Ring Ring or Waffle Home Both are home Wi-Fi calling options; plan limits and emergency calling differ.
Portable calling with location features Waffle Go Waffle lists mobile data, GPS and geofencing alerts on its paid plan.
Screen-free voice calling Tin Can Tom’s Guide describes it as a no-screen, no-app, no-texting device. Its reported paid-plan terms should be treated as dated.

How the four options differ

Pinwheel: a managed smartphone

Pinwheel’s product page describes caregiver-managed contacts and texts, schedules, location viewing and alerts, plus a curated app library. It says there is no web browser by default and excludes social media and adult apps from its stated offering. Pinwheel says, “Only approved numbers can call or text your child, and you can allow image texting for some contacts (grandma) and not others.” These are company descriptions, not an independent assessment of how reliably restrictions work.

Pinwheel lists two monthly options on its product page: $17.99/month for Caregiver Portal access when the family supplies its own carrier plan, or $29.99/month for Pinwheel Wireless, which includes unlimited calls and texts and 5 GB of high-speed data before slower speeds. Check the current price and terms before buying. Its support FAQ lists Genesis 3 (BLU G64), Slim 6 (Moto G Play 2024), Plus 5 (Samsung Galaxy A16) and Pixel 8 (Google Pixel 8A); the support page was updated in 2025, and models may change. Ring Ring Club sells home phone kits and a $59 Bridge adapter for a compatible analog phone. Its site lists the Modern Kit at $75 and Nostalgic Kit at $89 as one-time equipment costs. The free Starter plan calls connected Ring Ring members; it does not call outside numbers and does not include 911. The $8.95/month paid plan calls approved US numbers, including mobile phones. The company says parent controls are included on every plan. Confirm current availability, compatibility and plan terms on Ring Ring Club’s site.

Tin Can: screen-free calling

Tom’s Guide describes Tin Can as a screen-free phone with parent-managed contacts, no apps and no texting. It reports free calls between Tin Can devices and a $9.99/month Party Line option for calling approved regular phone numbers. Those are the report’s publication-time terms, not confirmed current pricing from a first-party Tin Can source. The article quotes the company describing the device as “parental controls and nothing more – no screens, no apps, no texting, just voice-to-voice connection.” Read the Tom’s Guide report with that date limitation in mind.

Its FAQ lists Home Free at $0/month with Waffle-to-Waffle calling, 400 minutes/month of Wi-Fi calls, one approved contact, voice notes and emergency calling. Home Paid is US$9.99/month, with unlimited contacts and international calling. Go Paid is US$17.99/month, with mobile data, live GPS, geofencing alerts and unlimited contacts. Waffle says 911 can be called directly, including on Go without Wi-Fi. Do these phones need a monthly plan?

Costs depend on the hardware and the calling features you need. The listed prices below are the vendors’ or report’s page-time figures, not a guarantee of current pricing; Pinwheel Wireless includes a data allowance, while Pinwheel’s Portal-only option assumes the family supplies its own carrier plan.

Can your child call friends or 911?

Calling reach and emergency access are not interchangeable. Ring Ring’s free Starter plan is limited to connected members and explicitly excludes 911; its paid plan adds approved US numbers. Waffle says emergency calling is included on Home Free and that 911 can be called directly on Go, even without Wi-Fi. The available details do not establish equivalent emergency behavior for Pinwheel or Tin Can, so verify the exact device, plan and service area rather than assuming every phone can call emergency services.

For friend calls, check whether the friend needs the same device or can be added as an approved ordinary phone number. Tin Can’s reported free calls are between Tin Can devices; its reported Party Line plan reaches approved regular numbers. Ring Ring’s free plan likewise limits calls to members, while its paid plan allows approved US numbers.

What to confirm before choosing

  • Whether the child will use the device mainly at home or away from Wi-Fi.
  • Which people they can call and whether those people need a matching device, approval, or an ordinary phone number.
  • The current hardware price, what accessories are included and the recurring plan required for the desired features.
  • Whether 911 is supported on the exact plan and where the service works; do not infer emergency support from ordinary calling.
  • For location features, what connectivity they require and how often location updates are available; the cited descriptions do not establish those operational details for every product.
  • Whether the restrictions meet your needs; vendor feature descriptions do not establish that controls cannot be bypassed.
